California Regions AIR Adhesives and Sealants California Regions AIR Notice of the South Coast Air Quality Management District announces the availability of a preliminary draft amendment to regulations under Rule 1168 regarding volatile organic compound (VOC) emissions limitations for adhesives and sealants. The rule updates VOC limits and clarifies that the limits apply to adhesives, adhesive primers, caulks, sealants, or sealant primers sold, stored, supplied, offered for sale, or manufactured for sale in the state. The rule also excludes from requirements products for consumer use where the units of product weigh less than one pound and consist of less than 16 fluid ounces and where there is an applicable VOC limit in the California Air Resources Board consumer products regulation. In addition, the rule adds VOC content container labeling requirements and reporting requirements. A comment due date is not specified. The amendments clarify compliance requirements of the first phase of a previously adopted control program to meet salinity objectives, establish salinity water quality objectives, incorporate an implementation program on salinity objectives, set an electrical conductivity performance goal during specified times, require a monitoring and surveillance program on salinity objectives, establish a compliance date of Jan. 1,2020, for the objectives, and provide a re-evaluation process for the control efforts. The rule addresses the trading of CO2 allowances through a multistate trading program and abatement mechanisms that provide for a corresponding level of stringency to CO2 limits imposed in other states with such limits. EPA, 1:17-cv-01906 ED_001523_00004398-00003 Notice of the Department of Environmental Quality, Air Pollution Control Board, announces a proposed revision to the state implementation plan regarding attainment of the national ambient air quality standard for ozone in the Northern Virginia ozone nonattainment area. The revision consists of a certification that the state's existing emissions statement requirements for the area are at least as stringent as the requirements under section 182(a)(3)(B) of the Clean Air Act. The rule incorporates the requirements of EPA's Oct. 22, 2015, National Pollutant Discharge Elimination System electronic reporting rule. The rule is effective July 26, 2017.
