Please find attached the previous revision of the MIL-DTL-24385 which I have entered it into SEA05S's required MIL-SPEC template. The contents of the document shall not be removed from the template at any time throughout the process. I have modified the document to include format and standard content changes in accordance with MIL-STD-961E w/ Change 1. After a quick look through the document, I noticed some major non-compliance issues with content requirements as per MIL-STD-961E w/ Change 1 which I have marked with yellow-highlighted editor's notes. SEA 05S requires that the tech chain address these non-compliance issues before the document proceeds to Intermediate Review. Please note that SEA 05S requires that a comprehensive format and content review be completed after all Intermediate Review comments are adjudicated.
In accordance with DoD 4120.24-M, you are required to prepare MIL-DTL-24385G in accordance with MIL-STD-961E w/ Change 1, which I have attached for your use. Please let me know if you need any assistance applying the requirements of MIL-STD-961E w/ Change 1 to your document. All requirements of MIL-STD-961E w/ Change 1, shall be adhered to; however, please regard the following commonly overlooked rules that shall be followed when developing your Intermediate Review draft:
1. Referenced documents shall be current (not canceled or superseded), approved for use (not drafts), and readily available. [MIL-STD-961 E w/ Change 1, paragraph 4.19]
2. Specifications/standards shall not contain requirements for the development, preparation, acquisition of rights, submission, delivery, maintenance, updating, approval, or distribution of plans, reports, drawings, manuals, and other data products. Data can only be required in the contract. DIDs shall not be included in any section of a specification for equipments, assemblies, components, parts, materials, or any other type of commodity. [MIL-STD-961 E w/ Change 1, paragraph 4.3]
3. A specification shall not include requirements that are properly a part of the contract, such as cost, quantity required, time or place of delivery, methods of payment, liquidated damages, rework, repair, resubmittal, packaging, requirements for preparation, submission, delivery, approval, and distribution of data, and record keeping. In addition, a specification shall not include contract quality requirements, such as responsibility for inspection, establishment of quality or inspection program requirements, warranties, instruction for nonconforming items, and contractor liability for nonconformance. [MIL-STD-961 E w/ Change 1, paragraph 4.4]
Lastly, I have attached the List of Changes template for you to record changes to the document and the rationales for each of the modifications. The List of Changes is required in accordance with the NAVSEA Technical Standards Procedures.
As a reminder, to formally begin a project for MIL-DTL-24385G, a Project Data Sheet (PDS) should be prepared and submitted to commandstandards@navy.mil. Once received, your PDS will be considered for acceptance by the NAVSEA Command Standards Officer (NCSO) and assigned to an ITT Exelis Team Member to assist you with getting the new project through the process. Please ensure you have obtained DWO/TWH approval for inclusion in block 14 prior to submitting.

The testing was just completed a couple of weeks ago. However, we are awaiting the report, which will then be reviewed before official publication. After that time, I believe we would again start the project to revise MIL-F-24385.
If it is possible to get an MS Word Version of MIL-F-24385 prior to officially starting the Project, that would be very helpful. Please let me know if that is a possibility.

An MS Word version of MIL-F-24385, Fire Extinguishing Agent, AFFF Liquid Concentrate, for Fresh and Sea Water is not currently available however, if you would like, one could be generated for you using the ASSIST current version of the document.
SEA 05P previously had an open project to revise MIL-F-24385. This project was discontinued in October 2012 as SEA 05P awaited results of testing. Has that testing been completed? If yes, a new Project Data Sheet (PDS) should be prepared and submitted to initiate a project to revise MIL-F-24385. Please fill out the attached blank Project Data Sheet (PDS) and submit to commandstandards@navy.mil. Instructions for completing the PDS are also attached. Since your project is for a document, ensure you complete blocks 1-14 and Appendix B. Please note that the green-shaded areas on this PDS are for SEA 05S/ITT Exelis Team Member use only and do not require your input.
Once received, your PDS will be considered for acceptance by the NAVSEA Command Standards Officer (NCSO) and assigned to an ITT Exelis Team Member to assist you with getting the new project through the process. Please ensure you have obtained DWO/TWH approval for inclusion in block 14 prior to submitting.
