Re: Request for Information on Lead Use at Solutia's Anniston Facility Dear Mr. Cobb: Solutia is able to provide the following information with regard to the former use of lead at the Anniston facility. The production of biphenyl began at the facility in approximately 1928. Biphenyl is produced by the pyrolysis of benzene, also known as benzol. The Anniston plant used what was called the "Lead Pot Process", in which the temperature required to pyrolyze the benzene was attained by bubbling the vaporized benzene through molten lead. A synopsis of the process and a flow sheet are provided in Attachment I, the Standard Manufacturing Process (SMP) for Biphenyl, dated September 17,1957. The left-hand column of the flow sheet shows boxes labeled "No. 1 Preheater", "No. 2 Preheater", and "Converter". These three stages were separate compartments of molten lead through which the benzene was bubbled. The final, converter, stage was operated at 750 to 810 Celsius. Immediately downstream of the converter was a "Lead Trap" to remove entrained lead. All subsequent steps in the process occurred at temperatures well below the melting point of lead (327.5 C.), so no lead would be carried through the rest of the process. For example, the fractionating column immediately downstream of the lead trap was operated at a maximum,temperature of 100 C. In 1957, at the time the SMP was written, there were 12 biphenyl units in operation at the Anniston facility, although there had been a thirteenth unit at one time. Except for two of the units in which one of the lead-containing preheaters was replaced by a tubular heat exchanger, each unit had three stainless steel pots partially filled (37 to 47 inches) with the molten lead. The pots were 24" outside diameter and 72" long. Temperature was maintained by suspending the pots in a firebrick apparatus which burned natural gas. ADA 000135 WATER PCB-SD0000044970 Mr, Stephen Cobb Page 2 October 12,2000 In 1961 a tubular reactor replaced some of the lead pot units, and in 1964 the rest of the lead pot units were replaced by a second tubular reactor. In the years between 1961 and 1964, the lead pot units were used only intermittently. These changes are documented in Appendix J of Attachment II, a 1984 Amendment to the 1979 SMP for Polyphenyls. We have been told by former employees that the lead in the pots was recovered and sold after the units were shut down. There is no information suggesting that lead has been used at the Anniston facility after 1964. Based upon review of the SMPs discussed above, it is highly unlikely that lead escaped from the process. The process was a tightly closed system, which was required to contain the vaporized benzene and products. The system also had to be tightly closed for safety reasons to prevent release of highly flammable benzene vapors. Any lead entrained during the conversion of benzene to biphenyl or other polyphenyls was trapped immediately subsequent to the-reaction step, after which temperatures in the process were well below the melting point of lead. In January of 1999, Solutia submitted to ADEM a draft "On-site RFJ Report". Sampling and analysis results for lead in groundwater (Table 9), outfalls (Table 10), and soils (Table 11) were reported. (These draft tables are included as Attachment HI.) Soil concentrations of lead rarely exceeded 100 mg/kg (ppm), and the single highest value was 250 mg/kg. This level is below both the risk-based screening level noted in Table 16 of the draft report and below the 400 mg/kg residential action level currently being utilized by the U. S. EPA for residential soils in Anniston. That level is also within the observed range for background levels of surficial lead in the eastern United States, as reported by the U. S. Geological Survey. (Schacklette, H. T., and J. G. Boemgen, Element Concentration in Soils and Other Surficial Materials ofthe Conterminous United States, U. S. Geological Survey Professional Paper 1270, 1984, Washington, U. S. Government Printing Office, p, 6.) Lead was not detected in any outfall samples. In groundwater samples lead was not detected in most samples and only rarely exceeded the 15 pg/L (ppb) risk-based screening level noted in Table 15 of the draft report. (The highest level detected was 36 ppb, according to Table 15.) These on-site analytical results provide confirmation that the former use of lead in the polyphenyl process over 30 years, ago has not contributed to environmental lead levels at the Anniston facility. Finally, in June of 2000, Solutia submitted to ADEM the "Off-Site RCRA Facility Investigation (RF1) Report". The results of sampling and analysis for metals in the study of Snow Creek did not indicate that lead levels in those sediments were increased in the reaches of Snow Creek downstream of the 11th Street Ditch, which carries storm water from the Anniston facility. This report thus provides confirmatory information that the Anniston facility is not a source of environmental lead in Anniston.
