The next two days (11-11-75 and 11-12-75.) involved a w alk-through v isu al inspection of the P la n t. He v is ite d e a c h u nit to o b tain a g e n e ra l layout of th e P la n t and to find out what products and raw m a te ria ls w ere p resen t in each unit. At all tim e s , M r. It is assum ed that m ost of his inform ation as to w hat to m onitor and w here, w as gathered in this tw o-day w alk-through. M onitoring Each day M r. Skinner m onitored for airborne contam inants, he arriv ed at the Plant Safety D epartm ent at approxim ately 7:30 a .m . F ro m h e re , he and Joe S tern ad el (Plant Safety) would proceed to the L ab o rato ry to be joined by the w rite rs (C ary Boyd, S p e c ia l P ro b le m s C ro u p L e a d e r and Ann R e th e rfo rd , P la n t OSHA R e p r e s e n ta tiv e ) . At this tim e, M r. Skinner would announce what unit and contam inant w as to be m oni tored that day, and the group would im m ediately proceed to that unit. Since the L aboratory was making an effort to obtain duplicate sam ples, we had to be read y to m onitor anything on any given m orning of his inspection. A rriving at the unit to be m onitored, M r. Skinner would talk to the Shift S u p erv iso r to d eterm ine which o p e ra to r'o r helper would have the chance for the g re a te s t expo su re to the contam inant to be m onitored. This was usually the m an who spent the m ost tim e outside the control room . M r. Skinner would then take the m an selected aside for a short private talk. On th e ir re tu rn , the m onitoring procedure would begin. This was generally before 9:00 a .m . Throughout the inspection, it w as M r. S k in n er's objective to obtain sam p les of an individual's actual breathing a ir, as continuously as possible, for as close to an eight-hour period as possible. This was to obtain the best possible 8-hour tim e w eighted a v e ra g e (TWA) e x p o su re (see A ppendix I) to a c o n ta m in a n t. O btaining th is type of sam ple was accom plished by attaching a portable sam pling device to a man for a full shift. It was intim ated by M r.
