Wagshul J 0 Zullo i/File Prompted by Prominsa's recent disturbing experience (unloading ethyl ene oxide into a VCM storage tank). Quality Control has re viewed incoming control tests. It has been decided that a gas chromatographic analysis will provide the most straight-forward and direct means of positive identification of VCM. A gas chromatograph (from Polyfyde in ventory) will be set up in Flemington Quality Control and by 4/30/71 both Burlington and Flemington will routinely test in coming VCM shipments. Attachment. Wagshul AT Burlington VC-TANK CAR TESTING date April 1, 1971 copy to p. r0 Scarito E. Hourihan Herb, At our Central Safety Committee meeting, we discussed unloading of a car of ethylene oxide into polyvinyl chloride tank due to inadequate pretesting of the monomer0 To preclude this type of occurance, I suggest we look into using a Dorrell V7eathering test for approving unloading of all VC tank cars at the Burlington and Flemington Plants. This is a 15 minute test which would guarantee the contents of the car and insure against unloading the wrong material. Please let me know if this is a practical means of solving this problem.
