David's recusals do not prohibit him from meeting with Abby Hopper; however, her post Government employment restrictions prohibit her from meeting with David or any employee of DOI who is not employed in one of the following named bureaus: BIA, BLM, BOR, NPS, OSMRE, USFWS, and USGS, on behalf of another. I have attached a list of SEIA's board members as currently identified on SEIA's website. Ray Long of NRG Energy is highlighted as NRG Energy is on both of David's recusal lists. While one might successfully argue that Mr. Long would be representing SEIA, rather than NRG Energy, and/or that it would be permissible for David to meet with him so long as five or more interested stakeholders are present and no party matters are discussed, I think it is best that David not meet with Mr. Long. I believe this may be consistent with David's practice in the past. (E.g., I seem to remember that he chose not to meet with a STATOIL representative even when STATOIL would have been one of a number of attendees.)
To be safe, please get a list of actual attendees so that we can vet that list to determine if David's recusals would prohibit him from meeting with them.

Cathy informed me that our request on behalf of the Solar Energy Industries Association's board of directors to meet with Deputy Secretary Bernhardt on Wednesday, May 23rd is awaiting ethics office approval. I can't imagine it would have much difficulty. About how long does it usually take to receive clearance from the ethics office?
The Solar Energy Industries Association is also working on several meetings on Capitol Hill for that day, so if we could schedule the meeting with Deputy Secretary Bernhardt for 10 am that would be tremendously helpful for the board members' schedule.

The solar industry is trying to schedule meetings and other events on Capitol Hill around this meeting, so it would be very helpful to know in the next couple days if the Deputy Secretary is going to be in DC on May 23rd and able to meet with the SE1A board members. If he is able to meet on the 23rd, we'd also like to get the time set as soon as possible.
