The skills that produce superior WHEELING BRAKE BLOCK friction materials today were bom over forty years ago. Through the years thousands upon thousands of brake and friction materials have been engineered, shaped, field tested, and produced.
Today WHEELING BRAKE BLOCK is a broad range producer (one ofthe world's largest) of friction materials for various brake and clutch applications. Also the only friction material manufacturer that fabricates brake and clutch bands in house.
WHEELING BRAKE BLOCK friction material is made from organic mixture, (all dry mix formulations). These dry mix formulations are molded in deep cavity molded dies under great pressure and controlled heat. This process produces the highest quality friction material, fully cured molded slabs.
Today other various manufacturers and job shop processors use semi cured material and bend the material to drum size causing stress cracks along the external side of the slab. But, at WHEELING BRAKE BLOCK, we manufacture the slab to the exact drum size required. On the largest presses in the industry, we mold brake blocks from 8" drum diameter "3/16" thick to 220" drum diameter 5" thick and flat sheets. Our mold library consists of438 deep cavity molded dies.
With compliance of INTERNATIONAL STANDARDS ORGANIZATION (ISO) WHEELING BRAKE BLOCKS' quality assurance program assures top quality inspection from inbound raw materials, to finished product outbound. WHEELING BRAKE BLOCK manufacturers fully cured molded brake blocks for mine hoist. Replacing the old style asbestos and wooden brake blocks with nonasbestos formulations. With some of the largest presses in the friction industry and special composite formulations WHEELING BRAKE BLOCK produces a successful brake block for mine hoisting systems with field tested performance.
WHEELING BRAKE BLOCK offers fully cured rigid molded brake blocks. Deep cavity molded dies from 48" drum diameter to 220" drum diameter up to 5" thick. Five in house formulas to accommodate various friction applications.

WHEELING BRAKE BLOCK'S fabrication division WHEELING BRAKE BAND & FRIC TION MFG. INC., completes the product line with fabrication ofbrake and clutch bands. Our in house steel fabrication shop has rolling capacities of 8" drum 1" wide to 220" drum diameter 20" wide up to 2" thick. Burning thickness up to 14" thick with heat treat facilities. Stress relieving capacity up to 100" drum diam eters. Assembly department installs any style friction material that the drawing calls for or what the customer needs require. Brake/Clutch bands fabricated from samples. All certified welders and machinists. PQR'S and weld procedures available.

As they are brake shoe manufacturers rather than lining manufacturers, they are not eligible for Active Membership.

In reviewing papers on asbestos back during the period we dis cussed, I came on two bulletins that may be what you were talking about.
One was a notice on EPA Toxic Substances Control requirements for asbestos notification for exports. This is in BULLETIN NO. 723 where an interpretation stated that brake linings did not have to be reported as the asbestos was locked-in to the finished product. This did not relate to waste disposal.
Another BULLETIN NO. 710 got into the waste disposal of asbestos, and a copy of that Bulletin along with the EPA "Identification and Listing of Hazardous Waste" is enclosed. This simply noted that asbestos (and I would assume asbestos products) were not controlled by the Resource Conservation and Recovery Act of 1976 (RCRA).

COMPLIANCE WITH REGULATIONS IN THE BRAKE REPAIR SHOP - "FRICTION MATERIALS WORK PRACTICES GUIDE"
I've enclosed ten copies of our "Friction Materials Work Practices Guide" which is intended for the brd<e repair facility to give guidance on com pliance with regulations. One of the available defenses in some asbestos litigation is that the worker was advised of the problem and was warned to take specific steps to reduce the hazard. This booklet may help in this area.
HAZARDOUS WASTE DISPOSAL
The bulletin that you may have been referring could be our BULLETIN NO. 710 of March 9, 1981, entitled "Asbestos and Current EPA Requirements Regulat ing Hazardous Waste Disposal." In this notice it advised that asbestos is excluded from the list of agents in the regulations under the Resource and Recovery Act of 1976 (RCRA). They are covered under NESHAPS (National Emissions Standards for Hazardous Air Pollutants). I've enclosed a copy of that Bulletin and the regulations.

For our discussions at the meeting I'm enclosing information concerning DOT 121 (Air Brake Systems Standard) and the proposed new DOT 130. As regards DOT 121, we issued a bulletin of which I've enclosed a copy. Basically this states that DOT 121 is still valid and the only items eliminated by the court decision are the stopping distance requirements from 60 mph and the no lock-up requirements. Other than that, there are some ambiguities with the standard which were mentioned by Mr. Nelson when he reported to the Membership in Florida. However, the basic requirements of DOT 121 are still in effect.
I've also enclosed a copy of the Department of Transportation request for comments concerning a new Air Brake Systems Standard which will be called DOT 130. This eventually would replace the DOT 121 standard.
As regards the Mercedes L1113 and the L1116, there are problems in trying to get this information. For one thing, some Mercedes trucks shipped into the North American market are manufactured in Brazil and they do not have the same brake systems as on vehicles sold in Europe. Also, because of the brake systems standards in the United States, it is possible that the L1113 and L1116 sold in the US could be different from those sold elsewhere. For that reason, I need general dimensions such as width, thickness, length and drum diameter, and from that I can possibly establish what the FMSI number is. Also, information as regards drilling is helpful (such as the number of holes).

You'11 recall that late in March we talked concerning the blocks for segments used on the Mercedes Benz L1116 Trucks. I wrote to 80b Burgess with the only information that I had at that time. In general I was trying to find out if FMSI 1309 and FMSI 1313are used on the L1116 Truck. I'm sending a copy of this letter to Bob Burgess to see if there has been any further information on this.
In the meanwhile, I wrote to Great Britain concerning information on the L1116. You'll see by their reply (copy enclosed) that they have no information on this model. It is common that certain model designations are used in the North American market only. However, if either you or Bob have any more in formation to tie down application information, I would appreciate it.

This concerns the phone inquiry from Mr. Lee Burgess concerning brake lining segments for a Mercedes-Benz L1116 Truck. I was unable to find any direct application data for the L1116. However, Lee Burgess indicated that the segment was sized 4x8 with 128 rivets. He indicated that this was 4" wide x 8" long with a set taking 128 rivets. We have two FMS1 segment or block assignments which might possibly fit this size information. Both are actually 100 mm. wide (about 3-15/16 inches). However, the lengths are up near 9". Further, each block takes 8 rivets so a normal 8 piece set would take 64 rivets rather than 128.

After my return I looked through our files and could not find anything*ether than a mention of tho infra-red spectrum test in the report by the Qjality Control Subcommittee. I contacted one of the members and received the enclosed "Infra-Red fascination of Acetone Extractable Material." In Item 12 of the procedure it is stated that the results are visually compared to a control curve, or is used as a "fingerprint." This is all that 1 have on this procedure.
