Subject: Testing of Breathing Air Shipments
One recommendation resulting from our recent Industrial Hygiene Audit is related to the quality testing of the breathing air used in the VCM Plant, The breathing air we use is not simply compressed air that meets the specification for Grade D air, but is manufactured by mixing nitrogen and oxygen in a controlled filling process. It is therefore important that we test all incoming shipments of breathing air to assure that it meets the required specifications.
Please develop a procedure between the Warehouse and Laboratory which will assure that each shipment of breathing air is analyzed upon arrival. I would like to have this program on-line by mid October if possi ble. Please let me know if I can assist you in the implementation of this program.

Subject: AAR Tank Car Emergency Training - Comments

My response to the questions in your letter of September 17 is as follows:
1. Was the material discussed and the exercises of value?
The material discussed in the course was well planned and presented in a useful manner. I was very impressed with the quality of the exercises throughout the course. Those who had never worked with tank cars previously should have gained a wealth of knowledge.
2. Do you feel that you could respond to most Vista tank car emergencies?
It has been my experience that each tank car situation is unique, but I do feel like the AAR course covered the most applicable techniques for a wide range of problems. After having attended the course I feel much better prepared to handle a wider variety of tank car problems.
The greatest problem we face in responding to any transportation emergency situation is the lack of readily available equipment needed for a response. I strongly support the acquisition of a vehicle that can be properly equipped for transportation emergency response and can be dedicated to only that type response.
3. Do you believe others in your plant who may be involved in transportation emergencies should attend this type of training course?
Yes, the Operations Department Superintendent and the Plant Maintenance Supervisor should attend this course. We cannot provide the same quality training within the company.

4. Of all the things covered in the course, what subject do you believe was most valuable? There were two parts of the course that I consid ered the most important. The first was the section on evaluation of damage to wrecked tank cars and the second was the full scale response exercises.
In short, the AAR course fit our needs very well and we should continue to move forward on improving our response capabilities.

Subject: Revised OSHA Tank Car Labeling
VISTA
As a result of the OSHA citation issued April 24, 1986, the dome labels on the VCM, EDC, and Light Ends tankcars must be revised. A new stick-on label has been purchased and must be added to the existing labels. There should be one label on the outside of the dome and one of the inside of the dome.
The new labels are designed to attach to the bottom of the existing labels and when attached should appear to be one label. An example of the revised label is attached.
The Federal Government (OSHA) has mandated that no tankcars leave the VCM Plant without the revised labeling after June 30, 1986. It is imperative that we comply with the new labeling requirements, and we could be cited for a willful violation should we fail to comply.
Please have the Pumper/Loaders note on the tankcar inspection sheets that the labels have been revised. Roland Key should route the inspection sheets to me for recordkeeping purposes until the project is complete.
