I hasten to tell you that "nothing in ray report was intended to be a reflection on your efforts or those of the other men appointed to help and advise me. My comments concerning what I learned, and what I was prepared to conclude from my survey was intended to convey the idea to Dr. Kirby that there was considerable room for further investigation, and that I was prepared to go further, if it seemed advisable. I'm afraid my remark on page 27 was phrased a bit unfortunately. My concern about some of the potential hazards of transportation was uppermost in my mind, and I should have made this clear. There is room also,i for criticism of some of ray other statements, and for a y omissions. I recognize the validity of your comments, and I shall make up for them, as wejll as I can in my supplementary report. Let me say in all frankness and respect, that I regard the Safety Activities in the field in good hands. ?*Iy efforts in my report to Dr. Kirby were intended to emphasize shortcomings, my own included, rather than the accomplishments of recent years.
