It appeared in the Economist in late August (this magazine circulates here in the office and I'm at the end of the chain of folks who read it). It's a special report on China's healthcare and is very interesting. There is a lot about the very poor health care situation in the countryside, which doesn't apply to Shanghai. (In fact, they say health indicators around Shanghai are as good as in many western countries.) But they explain the government as a big incentive for reforming the system--apparently concerns about health care costs are leading to lower peronal savings, meaning less investment/growth. And they mention some of the options that could be considered, indicating it's all up in the air today. The article describes the very difficult situation the PI's are working in and suggests some of the reasons decisions on the lab have been slow.
