The suddenness of the corporate requirements to formulate all interior-use coatings down to 0.065 Lead, and the Immediate need to control production of such items with
0.55 Lead, necessitates Isnediate trannlttal of data on these items to both pro ducing plants and to local service laboratories. The information will ba released periodically regarding the status of all formulae in respect to Lead content, heavy netals and Rule 66. The imediate emphasis is on Lead with special emphasis
on Kem Lustral since It represents approximately one and one-half million gallons per year.
All rexes will be classified Into three major divisions In respect to Lead and the
presence of heavy metals beyond 0.055 will be noted when present, otherwise it can be assumed that there is compliance in this area. Since we will also be bringing additional formulae into Rule 66 compliance, this data will also be included in these communications. These divisions are identified as X, V A 2 gmriHnp to be in the old BSMS position on formula cards.

Our concern not only is to meet cut-off dates at Chicago for sale of coat ings with over Q.$% by July 1, 1972* with the national cut-off date 12/31/72, -..but with the sale of goods using our coatings after 12/31/72. .Many manu facturers are requesting certifications down to 0.06j isnediately.
Only 12 formulae are below 0.5% Lead, but all are over 0.06J doe to drier.
We intend to reformulate all rexes down to 0.06jt as quickly as possible, the priority between now and July let., will be for those rexes which are presently over 0.5%.

As changes occur in the other lines moving them over to 0.061 Lead where possible, we will include the Z, 7, or Z on the new formula cards in the BSMS position and will also advise card number and date by direct mail to minimize production on higher- Lead formulae. As soon as formulae revisions go thru, each producing plant can immediately put prior cards and matte foils In hold pending arrival of new low lead formula.
