EPA is adding 26 states to a Clean Air Act waiver that allows the sale of 15 percent ethanol gasoline blends, effectively ending the summer restriction on sales of the fuel because of Hurricane Harvey.
The agency provided the waiver to 12 states and the District of Columbia on Wednesday.
AAA shows the national gas price average up 10 cents a gallon from a week ago, before Harvey hit.
The list of states with El 5 waivers now includes about two-thirds of the country, but excludes the western states.
The Department of Energy is also trying to ease pressure on gas prices -- the agency said it would release 1 million gallons of crude from the Strategic Petroleum Reserve to a Phillips 66 refinery to help ease supply constraints. Harvey has caused the closure of 20 percent of the nation's refining capacity.

Democratic leaders Chuck Schumer and Nancy Pelosi said they will not attend a meeting at the White House Tuesday after President Donald Trump slammed them in a tweet.
"Given that the President doesn't see a deal between Democrats and the White House, we believe the best path forward is to continue negotiating with our Republican counterparts in Congress instead," the Senate and House minority leaders said in a statement.
