Facility Type: Organic Chemical Manufacturing Facility Regulations Central to Inspection: The FESOP permit and Illinois SIP including, but not limited to emission limits on the fatty acid plant. As well as the construction permit and 40 C.F.R. part 60 Subparts A, VVa, and NNN, including emission limits and monitoring requirements on the Luwa Glycerin Distillation (GD2) plant. Facility Name: Vantage Oleochemicals Inc. Facility Location: 4650 S Racine Ave Date of Inspection: May 25, 2022 Arrival Time: 1:36pm Departure Time: est. 5:00pm Inspection Type: Unannounced Inspection Announced Inspection OFFSITE MONITORING OBSERVATIONS Data Collected and Observations: Offsite monitoring was conducted on manhole air emissions along the wastewater stream flow out of the Facility. "Manhole D" is the outlet of Vantage Oleochemical's process wastewater discharge into the system near MWRD sampling point 1A. MWRD confirmed that only Vantage Oleochemical is discharging into the sewer at Manhole D. "Manhole A" is the location that EPA took a Summa canister grab sample from on April 26, 2022. Manhole A is downstream in the sewer flow from Manhole D. EPA took total hydrocarbon readings with a 2020 TVA and Benzene concentration readings with a handheld Phocheck Tiger Select PID. The highest readings were observed from Manhole D. See Appendix B. Photos and/or Videos: were taken during the inspection. FLIR videos were taken during this inspection. See Appendix A. Field Measurements: were taken during this inspection. - Total hydrocarbon measurements were taken with a 2020 TVA. - Benzene concentrations were taken with a handheld Phocheck Tiger Select PID benzene gas detector. - Temperature was determined by the temperature spot on the FLIR camera.
