Section I- INTRODUCTION
PURPOSE OF THE INSPECTION
A U.S. Environmental Protection Agency (USEPA) program review inspection was conducted in the Dallas Fort Worth International Airport Environmental Affairs Department (EAD) offices located at 3003 South Service Road, Dallas, Texas 75261. The inspection was conducted under the guidelines established by the USEPA under the National Pollutant Discharge Elimination System (NPDES) for wastewater collection systems. The purpose of this inspection was to inspect and review DFW Airpoti's current Sanitary Sewer Overflow (SSO) response protocols and their application of a Capacity, Management, Operations and Maintenance (CMOM) program and how the program is used to insure proper operation and maintenance of their collection system. An entry briefing was conducted by EPA-Region 6 inspectors David Long, Alan Vaughn, and Mike Tillman (See Attendee Sheet in Appendix I) at 9:00a.m. on April 12, 2017 at the DFW Airport Wastewater EAD offices. The inspectors met with Asciatu Whiteside, Environmental Program Manager, Robert Horton, Vice President of Environmental Affairs, and Heather Frost, Assistant Vice President of Environmental Affairs. Additional DFW Airpoti personnel were also present and are listed in Appendix 1. During the entry briefing, the EPA inspectors provided credentials and explained the purpose of the inspection, as well as set the timeline for the day and verified the availability of documents that had been requested the week before.
At the conclusion of the inspection, an exit briefing was conducted that explained the suggestions and areas of concerns noted during the inspection that are detailed in this report. This report is based on infotmation supplied by the City representatives, observations made by the U.S. EPA inspectors, records and reports maintained by the City, the State of Texas and the USEPA.
PROGRAM DESCRIPTION
The DFW Airpmt is approximately 29 square miles in size and includes an average daily population of 241,000 including DFW employees and passengers which are provided wastewater services through approximately 63 miles of sewer lines. The wastewater collection system includes six lift stations (one under construction) and sewer pipes ranging in size from six to 36 inches in diameter. In addition to the six primary lift stations, smaller terminal specific lift/pump stations also discharge to the airport's collection system. Finally, one facility lift station (North Remote Lift Station) discharges directly to a leech field. Approximately 42 percent of the collection system is comprised of PVC pipe. The remaining system includes approximately six percent vitrified clay and remaining 42% smaller percentages each of cast and ductile iron, polyethylene, fiberglass reinforced pipe, and reinforced concrete pipe. A Supervisor Control and Data Acquisition (SCADA) system continuously monitors the airpmt's six utility lift stations, otherwise, all lift stations are physically visited once a month and receive preventative maintenance inspections. While all lift stations are monitored, none of the stations have dedicated emergency generators in the event of an electric grid failure. However, the lift stations are all equipped with quick connect lines for electric power supplied by potiable generators.
The DFW Airport collection system has four points of enliy to the Trinity River Authority's Central Wastewater Treatment Plant and has experienced 37 SSOs in the past five years. Terminal area collection system lines, representing 25% of the collection system, are jetted and cleaned every six months. The
