In reply to your memorandum of 9/Z2/76 on the above subject, I will answer your questions as follows:
1. I would.not accept as bondable the Burgess & Blacher proposal as outlined In the first paragraph of your 9/22/76 memo, namely pitching all-weather Crete over a vapor barrier and then 1" Upjohn's U-Thane 200 plus Bird Specification C-AB-2-15A.
2. I do not believe that we should accept the use of the U-Thane 200 over the All Weather Crete whether a vapor barrier is used or not.
3. As stated in my memo of 9/23/76, It Is my recommendation that the roofing membrane be applied directly to the All-Weather Crete with no in-between layer of urethane roof Insulation. If this is done and the letters outlined In my 9/23 memo obtained from Scollte and Selbrlco I see no reason why we shouldn't issue a bond.

Burgess & Blacher proposes the application of All-Weather Crete on the area III of the Scituate High School job. This proposal would mean removal of existing roofing and insulation down to the existing vapor barrier. Replacement proposed is pitching All-Weather Crete over a vapor barrier and then, 1" Upjohn U-Thane 200 plus Bird's Specification #C-AB-2-15A. Would you accept this application as bondable?
In your memo of September 20, you state that Upjohn specifies that a vapor barrier is mandatory over fill-type decks. I would think if this is Upjohn's written specification, it would be required even though Harvey Bigham, the Upjohn Representative, is reported to have said, "no anticipated problem" would result and he, "would confirm this." What would your requirements be if Upjohn confirms this in writing?
Another question - it is possible Burgess S Blacher may propse eliminating the U-Thane 200 and applying Bird's Specification C-AB-2-15A directly over the All-Weather Crete. Would you accept this as bondable.
Upon receipt of your opinions on the above, this office will notify Burgess & Blacher in writing what Bird requires prior to the issuance of a bond on Area III of the Scituate High School.

In reply to your speed letter of 9/17/76 on the above subject, I discussed the advisability of using urethane insulation mopped to All-Weather Crete with Mr. Hefferon of Scolite. He told me that the use of the urethane mopped to the All-Weather Crete was not the normal procedure and that he did not recommend the use of urethane over the All-Weather Crete.
Also in Upjohn's brochure entitled "Roof Insulation Specifications using CPR U-Thane 200 Roof Insulation" on page 5, paragraph 4.1, it states that a vapor barrier is mandatory over fill-type decks, including asphalt-PeHite fills, receiving CPR U-Thane 200 Roof Insulation.
In view of the above, I would not recommend bonding a roof applied as outlined by Burgess & Blacker, that is, mopping U-Thane 200 directly to the All-Weather Crete followed by the built-up membrane.
We should not consider bonding any membrane over U-Thane 200 unless all of Upjohn's specifications are met.

Enclosed is a self explanitory copy of a letter I sent to Gerry Doherly which proposes A1I Weather Crete covered with a 1" layer of Uthane 200 mopped in steep asphalt foHowed by the specified and approved Bird 3 ply asbestos gravel surface built-up roof as the only viable system for Area HI.
f I have reviewed the application of the Uthane 200 with Harvey Bigham, the Upjohn Representative. He indicates no anticipated problem and will confirm this to me.
I understand from Scolite, the AH Weather Crete Applicator, that Bird, as weU as GAF, Celotex, Koppers and Johris-ManviHe considers AH Weather Crete to be a bondable substrate even without a top covering of approved roof insulation. Since we would ultimately be installing the built-up roof here over Uthane 200, the application is the same as the rest of the job.

We have carefully reviewed and re-reviewed the tapered insulation/levelling course on Area HI. The specified system which involves either using a leveHing course followed by tapered insulation or a tapered system with an integral levelling course is not practical for these reasons.
(1) Levelling course followed by tapered insulation. In order for any leveHing course to conform to the existing deck irregularities and stiH yield a level surface, a "plastic" Ynaterial (i.e. a wet mix fill such as lightweight concrete fiU or troweUed on leveHing mastic) must be used. None of the available systems meet the criteria of:
(a) Adhering to existing deck/vapor barrier. (b) Providing a compatible substrate to receive the roof insulation/roofing system.
(c) Cost. (d) Acceptable for Roof Bond Issuance.
(2) Tapered Insulation with integral levelling course. This system as originally conceived involves custom fabrication of every piece of insulation and then "shaving" the resultant irregular top surface to yield a sloped, proper roofing substrate. This is not practical because there is no proven field method to shave the urethane. We have tested several techniques unsuccessfuUy. Also this concept requires covering the insulation with roofing daily. The daily coordination of removing the existing roof, installing tapered insulation and levelling it, applying new roofing and maintaining continuity of roof
slope is not practical.
In short, prefabricated tapered insulation board systems are only feasible when there is an essentiaHy flat or positively sloped r'^ck to start with. This is not the case in Area III.

We, therefore, propose the following alternate system. Tapered"Insulation - All Weather Crete Fill as applied by Scolite Corporation. The All Weather Crete will be applied after the existing roofing and insulation are removed from all of Area III and after the existing vapor barrier is buttressed as required to keep the building tight. The proposed All Weather Crete has a K value c_ .40. Prior to installing the built-up roof, a 1" layer of Upjohn Uthane 200 K.I3 will be mopped to the All Weather Crete. This system yields an excellent thermal value. The perimeter wood nailers will be adjusted to the proposed fill and insulation thickness. You have information on AH Weather Crete. Built-up Roofing - Bird Specification #C AB-2-15A. This is the same system we are using over the tapered Upjohn Urethane. As we discussed, we need a letter from you to send to the Architect indicating that this proposed system is acceptable to you.
