Photo Description:
Tubing valve was frozen shut during inspection and operator was unable to open valve. Tubing pressure was not checked. Operator noted that they will get pumper to thaw open the valve and return to the well to check the tubing pressure values the next day. Inspector did not return to well to recheck value.
