Sanborn visited the Rebel Producing, LLC oil and gas facility located near Kilgore, Texas on 03/04/2020 for an unannounced inspection. There were no representatives of Rebel Producing, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Tom Lacy facility and has a state identification number of: RRC No. 079293. Section II - OBSERVATIONS I observed that the secondary containment had low berm walls. There is a drainpipe and valve used to empty the secondary containment to the woods. No damage observed. Section III - AREAS OF CONCERN The secondary containment was inadequate with low berm walls. Section IV - FOLLOW UP EPA water enforcement will refer this to EPA Region 6 SPCC program.
