Progress on carbon adsorption studies, the Inter ceptor basin, analytical capabilities and reduction of PCS In the plant effluent are very encouraging. I ms, however, dlaappolnted that we are still using oonsldersble quantities of sand to keep the floors In the department partially dry. Oils long standing practice creates sand disposal problems as well aa a difficult floor acrapir* and cleaning problem. Our efforts should be directed at preventing Aroelor from getting on the floor. Spills and leaks should be under extremely tight control so that the department has a "bone dry" appearance. If leaks do occur, they should be very rare and soma evidence of containment such aa sand, a bucket, or oil absorbant should be visible. These should be considered aa temporary measures until permanent correction la made and should not bo tolerated for long periods. Z rooogniss that this poses a vary challenging objective, but It can ba achieved as demonstrated by both the Newport and Saaget operations. I believe It would help psychologically If the sand boxes at the base of all stairs were removed. The Interceptor basin being Installed will remove the Aroelor from water streams originating in the chlorlnation and distillation areas. Z have concerns regarding the containment of Aroolors from the bulk storage, drumming, tank ear and tank truck loading areas. The crushed rock areas should be replaced with concrete pavement, curbing and drainage to the Interceptor basin. The amount of Aroelor on the drumming area floor appeared excessive and could overload the small sump which Is in the present drainage channel from this ares.
