Steele Subject: Vinyl Resin Operations Flash Report________ Vinyl Chloride Monomer Effective July 22nd, Dow reduced shipments of vinyl chloride monomer to 807, of contract amounts due to operating difficulties at the Dow Plaquemine, 1A location. A return to an 85% of contract level cannot be expected before August 22nd. One million pounds of VCM arrived at Texas City on July 23rd from Ethyl Corporation for conversion to suspension homopolymer for Great American Chemical. In addition, 500,000 pounds of Shell monomer is expected later in July for con version to copolymer for Uvalde. Inventory at South Charleston was 1,333 M pounds. A conversion agreement was made with Armstrong Cork to convert 600 M pounds of monomer to QYOH-2 resin. Suspension/Non-Solvent Resins Monomer was available for full production and the monthly rate through 22 days is 16.0 million pounds. With receipt of VCM from Ethyl and Shell in addi tion to the 85% allocation from Dow, 87. cutback in production is foreseen for the remainder of the month. A plant-wide failure of process and instrument air occurred July 19th resul ting in the loss of about 300 M pounds of Suspension and Non-Solvent production. Dispersion Resins Production was 97% of plan. One stripping system foam trap was out of ser vice for revisions to reduce latex losses. This caused problems with the com pressor system. The trap will be returned to service next week. A prestart-up safety review for the new catalyst unit will be started July 19th.
