For decades, the system's shortcomings have been ignored -- eroding margins of safety and reducing efficiency to the detriment of consumers. Your leadership and determination have reversed this trend, and we are sincerely grateful for your commitment to overhauling the ATC system and revitalizing our airspace -- especially at this time of record air travel and increased reliance on air cargo shipments. While upgrading this critical infrastructure will provide for unprecedented American dominance in global aviation, there is another simple but critical step your Administration can take to protect American interests: asserting American leadership at the International Civil Aviation Organization (ICAO) by nominating an ambassador. Without an ICAO ambassador to represent our country's interests, our competitors wield an advantage over the United States in shaping global aviation policy. A permanent ICAO ambassador would be responsible to the President for ensuring that endeavors at the Department of Transportation (DOT), Federal Aviation Administration (FAA), National Transportation Safety Board (NTSB), Department of Homeland Security (DHS) and Transportation Security Administration (TSA) are vigorously represented at ICAO. Absent an ambassador, these efforts lack a voice to represent American intentions and expectations in global aviation. In just under three months, the 42nd session of the ICAO Assembly will commence in Montreal, Canada. Nominating an ambassador before the Assembly begins will send a strong signal that America remains the global leader in aviation policy and ensure that American interests are protected and preserved.
