Ingram on July 8, 1987. He was monitored while pulling computer wire above ceiling tile and through pipe chases in Building 770. He was equipped with a Willson R12A Half-face HEPA Filter respirator. (Please note that he did not remove the ceiling tile. The tile was removed by the carpenters.) Hess and J. W. Greenlee. The monitoring was done on May 7, 1987 while they removed approximately 50 feet of insulation in the Building 705 Electrical room, which was enclosed with a negative pressure enclosure (HEPA filtered). Since it was inside of the electrical room, the removal was done dry. . The insulators were equipped with full face supplied air, 2 pair of coveralls with headcover, boots and coveralls. They showered before reapplying street clothes. The exposure results indicate that the levels were more than five times the 0.2 fiber/cc Permissible Exposure Level (PEL) established by OSHA. The area sample, collected just outside of the enclosure near the exhaust air stream and an exit, was higher than what we would expect. Extra care should be taken whenever entering or exiting the enclosure to prevent airborne fibers from escaping. An 8-hour Time Weighted Average (TWAg) was not calculated because it is not known if Asbestos Exposure occurred during the period of time before or after the monitoring. Since the monitoring results were very high, we require the continuation of wearing Full Face Supplied Air, even if the Insulators are wearing monitoring pumps. We are also recommending the use of the HEPA Vacuum cleaner located at the source, whenever dry removal takes place, in order to capture fibers immediately upon becoming airborne. Sergent ^ U-. ... ^ October 7, 1986 KS&EA Industrial Hygiene Asbestos Exposure Monitoring Attached are the results of the Asbestos' exposure monitoring performed on F. R. Creech and R. E. Raines on September 13, 1986 while stripping Asbestos from miscellaneous valves and lines, during a main steam header shutdown. Most of the work was done inside of Building 707 and 706. They were equipped with two pair of disposable Tyvek coveralls, boots, gloves and a Willson half-face respirator containing R-12 HEPA filter cartridges. They removed their outer coverall and discarded before exiting each barricaded area and proceeding to the next. Upon completion of the job F. R. Creech and R. E. Raines showered, before reapplying their street clothes. F. R. Creech had not worked with Asbestos containing materials before or after the monitoring period. However, R. E. Raines did work with insulation (Asbestos) after his monitoring pump shut down, due to low flow. Therefore a Time Weighted Average cannot be reported for Mr. Raines. F. R. Creech's exposure monitoring results indicate that the levels were below the Permissible Exposure Level (PEL) of 0.2 fiber/cc, established by OSHA for an 8-hour workday (TWAg). However, the levels were above the action level of 0.1 fiber/cc also established by OSHA. R. F. Raines' breathing zone air concentration was 0.221 fiber/cc, which indicates that his average exposure would be in excess of 0.1 fiber/cc (action level), even after assuming no exposure to Asbestos during balance of the day. Greenlee was monitored for exposure to asbestos fibers while stripping approximately 30 feet of old insulation from a Dowtherm line both on the inside and outside of Building 706, Cell 13. Analysis cf the material indicated that asbestos was present. Dur ing the stripping operation and subsequent cleanup, Mr. Greenlee wore a disposable respirator, coveralls, and gloves for protection. The area was barricaded and a water spray was used to keep dust to a minimum. Microscopic evaluation of the sample indicated an exposure level of three times the allowable exposure level. This sub stantiates the need for continued usage of preventive measures and protective equipment to avoid the inhalation of asbestos fibers. Although the job was completed within a two-hour period, if a simi lar job under the same conditions were to run for eight hours, the exposure level could be expected to be as much as three times greater. Greenlee was monitored while stripping approximately 60 ft. of asbestos containing insulation from a Dowtherm line on the second level of Cell 13 in Bldg. 706. Area samples were collected on both levels of the cell as the stripped insulation fell through the second level grating to the floor of the first level. Most of the insulation had to be cleaned up from the floor of the first level. A barricade was placed in front of the door to the cell area and a water spray was used to limit dust dispersion. Mr. Greenlee wore coveralls, gloves, and a disposable respirator while stripping and cleaning up. Microscopic evaluation of the samples indicated area levels well below the allowable limit. Personal exposure, however, was found to be equal to the 8 hr. limit of o.s. fibers/cc. This indicates a definite need for continued usage of respiratory protection during stripping operations. Although the job required only approximately two hours to complete, a similar job of longer duration would probably have resulted in a significantly higher exposure level. P. Hess and R. E. Raines stripped asbestos from lines and equipment in Building 707-Cell 4. The stripping, bagging and cleanup was done by the two insulators. Water was used to wet down the insulation. The cell area was barricaded and signs were posted designating the potential asbestos hazard. Both Mr. Hess and Mr. Raines wore disposable respirators, disposable coveralls with head cover, rubber boots and gloves. Protective equipment was removed when leaving the hazard area. The samples collected on Mr. Hess and Mr. Raines on November 11, 1985 were both above the action level of 1 fiber/cm3, but below the allowable exposure level of 2 fibers/cm3. The samples collected on November 12, 1985 were below the action level. It is apparent from the first day that more of a water spray is needed to saturate the asbestos and control the airborne dusts before, and during the stripping and bagging process. Mr. Greenlee wore gloves, coveralls and a respirator throughout the duration of the work period. A water spray cannister was used to wet the insulation, however, the exterior of the insulation was so hard that the water did not soak through well. DATE OF SURVEY May 15, 1979 SUMMARY Exposures were higher than expected for this demolition job, 2.2 and 0.9 fibers/cc TWA for Finney and Miller respectively. The fact that they were wearing respirators allowed the normal standard without protection of 2 fibers/cc TWA to be extended ten times when employees are protected during demolition or removal of material containing asbestos. This exception only pertains to work situations where it is not feasible to control dust with engineering controls. DISCUSSION Construction insulators were asked to remove insulation from BS-62 in Cell-11 of Building 707. This still column extends through three levels of the cell and is approximately eight inches in diameter. The insulation was wet down with water as much as possible and every precaution to reduce asbestos exposure to employees was followed. These precautions include; approved dis posable dust respirators, coveralls, gloves and bagging and labeling of stripped insulation for landfill. UCC 024351 D. H. Cook 2 5/25/79 The Technical Center Industrial Hygiene group sampled the insulators in the morning of the fifteenth and for a portion of the stripping job in the afternoon. From the data collected, we were able to determine the time-weighted average of asbestos exposure for Mr. Charles Miller and Mr. M. Finney. (See following results.) RECOMMENDATION The best control for asbestos exposure is wetting the material down before demolition starts and to follow the outline prescribed in the Construction Department Safety Procedure Manual, Section VIII, Procedure 22. SUMMARY Good work practices and proper housekeeping by insulators kept the exposure to asbestos fibers at a minimum. Less than 0.20 fibers/cc > 5 |im - TWA for eight hours. The insulation was wet down with a water hose and the dismantled material was labeled and bagged for disposal at the landfill. DISCUSSION A large stripping job of old insulation con taining asbestos fiber was started on November 16, 1978, in Cell 3 of Building 707. The lines serviced a Dowtherm heater and ran through three levels of the cell floor. To facilitate the removal of this insulation containing asbestos, it was recommended that the piping be removed with the insulation intact and stripped at the Insulators' Shop. To remove the pipe, flanges and couplings had to be stripped of insulation for the pipefitters and riggers to unbolt and remove the lines from the cell. Mr. R,, Raines, an insulator (wearing an organic vapor respir ator), made the necessary openings in the insulation for removal. The insulation was wet down before cutting and the stripped mate rial was bagged and labeled for disposal. When the lines are dismantled and removed from the cell and transported to the shop area, additional personal and area samples UCC 024355 of the ambient air will be collected and analyzed for asbestos.
