Box 91, New Highway 25 Aberdeen, MS 39730 Dear Mr. Frohreich: This is in response to your letter of April 6, 1979 submit ting a revised Leak Detection and Elimination Program (LDEP) for the Conoco Chemicals' polyvinyl chloride plant in Aberdeen. Submittal and approval of the LDEP is pursuant to Title 40, Code of Federal Regulations, Part 61.65(b)(8). You are advised that the proposed LDEP with photoionization detector used as vinyl chloride monitor is acceptable with the condition that the total instrument response is to be reported as vinyl chloride. These readings should then serve as basis for recording leak values as specified in Part I of the LDEP and for instigating the leak elimination plan as specified in Part H of the LDEP. This information should then be retained for EPA inspection (or for State inspection if this category is delegated by EPA), as required by 40 CFR 61.71.
