The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate that the Facility has six underground storage tanks (USTs). The tank details are listed in the table below. Piping on Tanks 1, 2, and 3 is constructed of steel. Piping on Tanks 4, 5, and 6 is constructed with double-walled flexible plastic materials. Inspection Narrative On August 26, 2025, the EPA conducted an inspection at Town Pump #8946 in Wolf Point, Montana. The EPA last inspected the Facility on May 17, 2022, and selected it for routine re-inspection. On August 6, 2025, the EPA contacted the Facility operator to schedule the inspection. See Attachment A for the record of communication with the Facility Representative. The EPA inspector arrived at the Facility at approximately 9:30 a.m. The EPA inspector introduced herself and presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system as well as a review of Facility records. Copies of operation and maintenance records were provided in advance and are included in Attachment B. Photographs of UST system components taken during the inspection are in Attachment C. Tank Leak Detection Tank leak detection consists of a continuous in-tank leak detection system (CITLDS) using an automatic tank gauge (ATG) system. The Facility operator provided 12 months of passing release detection monitoring for all six USTs. The annual ATG operation inspection was performed on January 14, 2025, and all equipment passed. Comparing the records from Warren Rogers for release detection to the onsite diagram and ATG system, it appears the reports from Warren Rogers have the capacities of Tanks 4x and 6 reversed. Piping Leak Detection Lines are all equipped with electronic line leak detectors (ELLDs). The ELLDs were tested and passed on January 14, 2025. The Facility Representative provided 12 months of passing CITLDS release detection monitoring for all six lines. Additionally, there are six sensors associated with Tank 6. These sensors were tested and passed on January 14, 2025. The sensors are not utilized as the primary mechanism for release detection. Sump integrity testing has not been performed. Cathodic Protection Tanks 1 through 5 and the piping associated with Tanks 1, 2, and 3 are constructed of steel and protected with a sacrificial anode system. The system was tested and passed on July 5, 2023. The system was previously tested and passed on July 1, 2021. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The overfill prevention devices and spill buckets were tested/inspected on July 25, 2023. Records indicated Tanks 1, 2, and 3 have flapper valves and Tanks 4, 5, and 6 have ball floats. The overfill prevention devices and spill buckets for Tanks 2 through 6 passed testing/inspection. The flapper and spill bucket on Tank 1 was repaired and retested on August 3, 2023. 2050014 - Town Pump Page 2 of 3 08/26/2025 UST Inspection Periodic O&M Walkthrough Inspections Records of the monthly and annual walkthrough inspections for the last twelve months were available at the time of the inspection. Operator Training Certificates for the Class A and B operator were present during the inspection. The Facility owner also maintained training records of the Class C operators. Financial Responsibility On-site records indicate that the Facility is enrolled in the Montana Petro Fund to meet the financial responsibility coverage requirements. The Facility has the required documentation for the state fund available onsite. Physical Observations The EPA inspectors viewed the tank top sumps, spill buckets, fill ports and dispensers. Minimal amounts of liquid were present in many of the sumps/buckets. A measurable amount of fuel/liquid was present in the Tank 4 and Tank 5 spill buckets, as well as the under-dispenser sumps labeled 7/8 and Satellite 9. The electrical conduit on Tank 5's ATG was missing a protective box, leaving the wiring exposed. A flapper valve was observed in Tank 2 and Tank 3 but missing in Tank 1. Conclusion At the end of the inspection, Ms. Person filled out an Onsite Deficiency Identification Form (see Attachment D), which represents the EPA staff's initial compliance recommendations at the time of the inspection. Ms. Person provided the onsite deficiency form to the operator and retained the carbon copy for recordkeeping. Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Prior to finalizing this report, the EPA has received the requested documentation for the listed deficiencies. The spill buckets and sumps were cleaned out and photos sent to the EPA on September 12, 2025. The other remaining deficiencies were corrected on September 22, 2025. Inspection Report Attachments A.
