Letter to FAA on Verizon-Starlink Conflict of Interest
Sending Office: Honorable Seth Moulton Sent By: Katie.Donahue@mail.house.gov
Dear Colleague,
We invite you to join us in urging the Federal Aviation Administration (FAA) to provide transparency and accountability in its procurement decisions. Reports indicate that the FAA is considering terminating a $2.4 billion, 15-year contract with Verizon--awarded through a competitive process--to instead grant a new contract to Starlink, a company with multiple current employees who serve in an official capacity in the Trump Administration.

For decades, Congress has upheld an apolitical tradition of ensuring that federal procurement remains fair, transparent, and free from undue influence. Regardless of administration, party, or policy priorities, we share a constitutional responsibility to conduct vigorous oversight to ensure taxpayer dollars are spent responsibly and that federal agencies follow the law. Given the Starlink employees' unique government roles and business interests, it is imperative that the FAA's decision-making process remains independent, impartial, and legally sound.
Our letter to Acting FAA Administrator Chris Rocheleau seeks clarity on whether:
The FAA has followed federal acquisition laws and safeguards against preferential treatment;
Individuals affiliated with Mr. Musk's companies have had access to sensitive procurement information;
Any conflict of interest waivers have been issued regarding Starlink's potential contract;
The FAA has taken steps to prevent insider advantages and ensure a level playing field for all competitors.
Congress has a duty to ensure fair competition, transparency, and accountability in federal contracting--principles that transcend political divisions. We encourage our colleagues to join us in seeking answers and reinforcing this longstanding commitment to responsible governance. To sign the letter, please use this Quill link.
If you have any questions, reach out to Katie (katie.donahue@mail.house.gov) with Rep. Moulton, Alex (alex.schnelle@mail.house.gov) with Rep. Cohen, or Adam (adam.weiss@mail.house.gov) with the T&I Aviation Subcommittee by COB Thursday March 6th.
Sincerely,
Seth Moulton Member of Congress
Steve Cohen Member of Congress
Rick Larsen Member of Congress
