Specific PFAS substance (if applicable): o F-gases, in particular HFC/HFOs Specific subject (if applicable): o APPLiA had some questions regarding the toxicological aspects of the PFAS dossier within the context of the f-gases policy area, and further shared some existing and public information regarding toxicological information of certain HFC/HFOs (fluorinated gases), cfr. APPLiA position paper attached in parallel of this document. Stakeholder invited to provide the information presented in call for evidence or public consultation? Yes. APPLiA participated to the call-for-evidence exercise on PFAS, last year in July 2020. Report o APPLiA is the EU trade Association representing the manufacturers of home appliances, including white goods, small goods and heating, ventilating and airconditioning (HVAC) equipment, which are downstream users of certain Fgases. o APPLiA had been in contact with Exponent and provided input to their assessment on Fgases. However, APPLiA may have additional information that would be relevant for the restriction proposal while it does not fit within Exponent's assessment, e.g. on toxicological aspects. o APPLiA would be happy to provide NEA with some contact details of relevant organizations, like EFCTC (a sector group of CEFIC). o APPLiA asked if the Norwegian Environment Agency had been in contact with DG Climate and is familiar with the Fgas regulation, which is to be revised this year. Audun confirmed that contact has been established and the revision is familiar. o Audun explained that in the restriction proposal the different toxicological aspects of the substances in scope will be assessed. The scope has not been finally decided yet. It will be developed during the drafting of the restriction dossier. Currently, the dossier submitters are doing a broad assessment, like in the Call for Evidence. The intentions are to submit the restriction proposal in 2022, probably around mid2022. After submission, the proposal will be subject to a public consultation. APPLiA and its members are encouraged to provide their comments to the consultation. However, additional information and stakeholder contacts already at this stage are very much appreciated. o APPLiA will share a position paper on the PFAS matter and Fgases, as well as a link to a relevant UN report from 2018. At a later stage, when trends in potential lowerGWP refrigerants for the future regarding APPLiA product scope would be available, APPLiA intends to share these latter with NEA (it may be a good complementary information to what had been provided to Exponent).
