The fuel at this Facility is sold to the public. The Environmental Protection Agency's (EPA) Facility records indicate that the Facility has three fiberglass reinforced plastic (FRP) underground storage tanks (UST). Tank 1 is 12,000 gallons and stores unleaded gasoline, Tank 2 is 6,000 gallons and stores premium gasoline, and Tank 3 is 2,000 gallons and stores diesel fuel. Facility piping is pressurized FRP. Inspection Narrative On July 18, 2023, the EPA UST program personnel conducted an inspection at Park Caf & Grocery in St. Mary, Montana. The EPA last inspected the Facility on November 4, 2020, and they selected it for routine re-inspection. Ms. Grabowski spoke with the Facility operator on July 6, 2023, to schedule the inspection. She also sent a follow-up email to the Facility operator (see Attachment A). The EPA inspection team arrived at the Facility at 12:53 p.m. MDT. They were met by the Facility operator. Ms. Grabowski introduced herself and presented her inspector credentials. Ms. Grabowski filled out a Notice of Inspection (NOI) (see Attachment B) and she requested the operator's signature. Ms. Grabowski explained that the NOI serves as documentation of consent for the EPA to conduct an 2010040- Park Caf & Grocery Page 1 of 3 7/18/2023 UST Inspection inspection. In addition, she said that she would provide the NOI to the Facility at the end of the inspection. EPA inspectors conducted a physical inspection of the UST system as well as a review of Facility records. The EPA inspectors took photographs of UST system components and records during the inspection (see Attachment C). Copies of operation and maintenance records provided by the Facility at the time of inspection are in Attachment D. Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS350 automatic tank gauge (ATG). The Facility operator provided printouts from the ATG console showing passing Continuous Statistical Leak Detection (CSLD) results for all three tanks in August 2022, September 2022, and May-July 2023. The Facility is in seasonal closure every year from October to April. All three tanks were emptied by September 20, 2022, according to Facility documentation. Annual functionality testing for the automatic tank gauge (ATG) was conducted and passed on May 2, 2023. Piping Leak Detection Piping leak detection is achieved by mechanical automatic line leak detectors (MLLD) and annual line tightness testing. The MLLDs passed annual functionality testing on May 2, 2023, and all lines passed annual line tightness testing on May 2, 2023. Cathodic Protection Cathodic Protection (CP) is not required because the tanks and piping are constructed with a noncorrosive material. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment According to the Facility operator, the spill buckets were replaced in June 2023. Passing hydrostatic testing records dated June 2, 2023, were provided at the time of inspection. Facility records indicate that overfill prevention devices (ball float valves) were tested and passed on May 3, 2022. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Records of monthly walkthrough inspections for active months (August-September and May-July) were provided at the time of EPA's inspection. The Facility operator conducted an annual walkthrough inspection on May 4, 2023. Operator Training Class B operator training certification and a list of Class C operators was maintained onsite. Class A operator certification for the Facility can be accessed through Montana Department of Environmental Quality. Financial Responsibility Park Caf & Grocery uses the Montana petroleum tank release cleanup fund as its financial responsibility mechanism. The Facility operator provided a copy of the Montana operating permit (exp. May 2026) and a certificate of financial responsibility. 2010040- Park Caf & Grocery Page 2 of 3 7/18/2023 UST Inspection Physical Observations The inspection team viewed the spill buckets/fill pipes, two of the earthen submersible turbine pump (STP) sumps, two of the earthen dispenser sumps, and the ATG console. All spill buckets were clean and dry, and ball float valve access was noted for each tank. MLLDs were present in the two STP sumps that EPA viewed. The ATG console showed "all functions normal." Inspection Conclusions and Recommendations Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E).
