Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Piedmont Villa Apartments 200 Windy Hill Road, Southwest Marietta, Georgia 30060 Inspection Date: March 21, 2024 Facility Programmatic ID 3601643951 LAT: 33.8945 LON: -84.5554 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on March 21, 2024, at Piedmont Villa Apartments located at 200 Windy Hill Road in Marietta, Georgia 30060 (the Facility). The unannounced inspection was conducted by Pamela Storm and Tony Spann who possess EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The inspectors discovered that renovation/demolition had occurred at the Facility by obtaining a copy of Permit #2023-009422 issued by Cobb County on September 28, 2023, for the demolition of a vacant pool house (foundation not included) at the Facility. The permit was obtained by Danco Enterprises, 331 Safe Harbor Drive, Dallas, Georgia 30157. The activity appeared to have been completed as of the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation/demoliiton activity conducted at the Facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State; and other relevant information concerning renovation/demolition activities at regulated facilities. This inspection was conducted based on the aforementioned permit for renovation/demolition activity at the Facility. Facility Information The facility is an apartment complex. A play area was observed behind building #9, but no pool was present. Grass was present. Permit #2023-009422, issued by Cobb County on September 28, 2023, stated that it was issued for the demolition of the vacant pool house (foundation not included). No demolition activity was occurring at the time of this inspection. No pool house was seen at the Facility. Conclusion EPA will discuss the renovation/demolition activity with Danco Enterprises and other owners/operators to determine if the requirements of the Asbestos NESHAP were met when conducting the renovation/demolition.
