Section I - INTRODUCTION
Royal Petroleum Corporation / Unknown Inspection Date: 02/24/2020
PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Jeanne Eckhart and Kayla Woods visited the Royal Petroleum Corporation oil and gas facility located near Petrolia, Texas on 02/24/2020 for an unannounced inspection. There were no representatives of Royal Petroleum Corporation present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility was located on an unknown lease name and the operational status of the tank battery was not known during the inspection. There was not a sign to indicate ownership of the lease and the lease name and emergency numbers. There were two storage tanks on site. There were two additional storage tanks on site with open tank bottoms that were not operational.
Section II - OBSERVATIONS During the inspection, I observed that there were no secondary containment berms around the storage tanks. The back side of the tank battery had visible erosion and surface damage down the hill from the site.
Section III - AREAS OF CONCERN There was no secondary containment at the site and the lease status was unknown.
Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA Region 6 SPCC program.
