I am in receipt of a copy of your letter to Mr. Taylor dated February 4 to which was attached cautionary labeling for Vinyl Chloride containers. .2 It is noted for the first time the MCA LAPI Committee has recommended a statement, "harmful if inhalled," to be added to the label copy. This statement is quite general in nature and could refer to inhalation of 1 ppm to higher concentrations of Vinyl Chloride vapor. As you are aware. Allied Chemical markets Vinyl Chloride in the form of GENETRON blends to aerosol fillers. If the above label appears on Vinyl Chloride containers, then it may follow in a court of law that aerosol products propelled with Vinyl Chloride should also bear the same warning. In view of the above and the fact that MCA is now studying the inhalation TLV of Vinyl Chloride as well as other health hazard aspects, we would appreciate your contacting the appropriate person (believed to be Mr. Van Hendricks) and request deletion of the statement, "harmful if inhalled," or additional warning such as"in high concen trations ." 5. Further, since Vinyl Chloride is a halogenated hydrocarbon and GENETRONS fall in the same class, a governmental agency or court of law could arrive at the conclusion that this same warning statement should be placed on aerosol propellant containers or products made with GENETRONS.
