P. A. PARTINGTON - .... CONFIDENTIAL 0. 8. Woodbury/740 * Hay 4, 1?73 Asbestos Medical Examination Require ments- Under OSHA. Your memo of April 27, 1973 to 0. Adams has been referred to me for action. OSHA requires that cnployees within 30 days following exposure to airborne concentration of asbestos fibers undergo a comprehensive medical examina tion which must include as a minimum certain specified tests. On or before January 31, 1973 And at least annually thereafter, every enpleyer mist provide examination to each of his employees engaged in occupations exposed to airborne concentrations of asbestos fibers* Furthermore, terminated employees must bc-provlded with medical examinations within 30 days of termination. Records of such examinations must be kept for 20 years. Such records must be available for inspection and copying by OSHA, NI0SH, the employee or the employee's physician upon request.- In light of our efforts to eliminate asbestos from our manufacturing process, what are your^recomnendations relative to implementation of this program in Foseco plants; DOWias cct 0. Adams A. Sutter Fos-aa-<aea&&e519 a 1547 Kon-Asbcscos Production Test Tuesday, 5/8/73 May 9, 1973 Page 2 Individual Remarks: AS 1. Settling of solids is unexplained by any laboratory evidence. Lab samples sat from Thursday to Tuesday with'no dcnsification of suspended solids. JCM 1. Problems encountered not tocally due to slurry since we had problems with P-31 when crying to start up. 2. Should not have made recipe changes so quickly during c.-.rly stage of test before equipment was proved out. WH 1. Slurry system responsible for forming difficulties. (a) Fines still passing through screen plugging tool. (b) Every non-asbestos run shows hours of down time crying to go back to P-31. (c) 7 hours of running F-31 unplugged the cooling. GHF 1. There must be a significant difference in Che behaviour of these slurries in a K-4 delivery system versus a lab Creel apparatus or Mark III machine. The -violent aeration and agitation experi enced during form and blowback needs to be duplicated on a laboratory scale. I feel chat this is necessary in order to reconcile our inability to transfer lab recipes to production equipment with any degree of reproducibility. Reconmended Action to be Taken: AS - EA 1. A'recipe of S273B (15Z solids) replacing pearlice with diacornice & JCM should be tested at the next opportunity. RTC 2. K-4 upper and lower cools need to be removed and examined by RTC and steam cleaned if necessary before next experimental run. GHF:mlr:193 Distriby.Cion: P. A. Partington, U. 0. Shephard, E.
