Monsanto Springfield assumed responsibility for VCM shipments from Dow on January 1, 1969, Monsanto Springfield, on January 3, 1969, issued a procedure for Dow to follow on all shipments made in the name of Monsanto. This procedure covered the following: A. Preparation of Bill of Lading and proper certification, B. Joint track useage at Dow to avoid car demurrage, C. Maximum loading of tank cars, D. Trip leasing of cars shipped to Monsanto customers, E. Rail routings to use. F. Return empty car instructions, G. Minor/Major car repairs, H. Freight bill instructiohs. The cars are being placarded as required. 2. I have requested that Dow put on each B/L the following: "IN THE EVENT OF ANY EMERGENCY CONCERNING THE CHEMICALS IN THIS SHIPMENT, CALL COLLECT (413)-788-6911. AFTER HOURS, WEEKENDS, HOLIDAYS, CALL COLLECT (413)-788-7306." This is the wording recommended by the M. C, A, for its Chemical Transportation Emergency Center at Washington, D. C. The telephone listed is the Springfield, Mass, plant location. G. R.
