(Guest) . **** Minutes **** I. The meeting was called to order by President J.A. Brown, Jr., who stated that he had invited Mr* Gouveia to attend this meeting as a guest. Mr. Ted D* PcCluskey was present as a guest, as ex plained in the minutes of the February meeting. 2. The Secretary presented the minutes of the last meeting. It was moved by i r. Hough and seconded by Mr. Rainey that the reading of same be omitted. So voted. 3. The Financial Report was presented by Treasurer fi.A. Schuman, After discussion of the renort it was moved by ir. Rainey, seconded by Pr. Peele, that the report be accepted. So voted unanimously. 4. President Brown referred to the vacancy on the Board of Gover nors due to the resignation of Pr. J.T. Griffis prior to our last meeting, and stated that he had received a letter from Mr. E.P. Nesvig, Vice Pres, and Gen. Pgr., of Jl.k. Torter Company, under date of i ay 25th in which Mr. Nesvig said they would like to delay making any recommendation until later this year. It was agreed that we would not press for an immediate decision, and this matter will be placed on the agenda for our October meeting. 5. Proposed modification in A.T. . dues. Following the last meet ing, a committee of two was appointed by President Brown to survey the financial condition of the Institute and submit a preliminary report as to whether some modification in dues should be considered in view of the sizeable reserve funds now on hand. Mr. Teele, -- Chairman, and i r. Schuman, serve as the committee. Pr. Peele sale they had not arrived at a definite recommendation as yet, as there were many factors to consider. For example, should A.T.I. consider membership in the Industrial--Hygiene Foundation of America, lnce? also should we lend some financial support to their proposed research program related to effects of asbestos on health. If so, this could drain off some of our surplus funds at whatever rate we wished. linutcs - Board of Governors ice ting Page -2- 5. continued Pr. Hough remarked that his company had already agreed to lend very substantial monetary support to the Industrial Hygiene Founda tion in respect to its proposed research program concerning effects^ of asbestos on health, and suggested that others consult with their~ respective company managements to see what, if any, additional sup port would be promised. This would have a bearing on what action, the A.T.I. might take in respect to direct support of the Industrial Hygiene Foundation. There was general agreement to this suggestion. Ir. Sr.hnman made a motion that the A.T.I. should join the Indus trial Hygiene Foundation of America, Inc., saying that he understood this would cost $100.00 per year. Pr. Rainey seconded this motion. So voted, unanimously. The Secretary will proceed to make applica tion for membership. Further discussion of any modification of dues was tabled until the next meeting. 6. President Brown appointed a nominating Committee composed of S.J. leele, Jr., as Chairman, with VJ.S. hough and Ted 0. i cCluskey. This Committee will canvass the Regular members of the Institute to see who will represent them on the Board of Governors for the coming year, and submit a slate of officers for election at the annual . meeting in October. Terms expiring are President, Vice President and Treasurer. Chairmen of the several working committees are now in their first year of service and should be continued for another year granting both they and their respective companies are agreeable 7. President Brown informed the members that he had advised the Secretary under date of Parch 4, 1966, that by unanimous approval of the Board of Governors the remuneration of the Executive Secretary was increased from $1200.00 to $1500.00 per year, and also the al lowance for office rental and typing expense from $500.00 to $900,00 per year, effective January 1st, 1966. The Secretary expressed his sincere appreciation for this in crease. 8. Caruso complaint. The Secretary stated that Nr. Caruso had com plained that he had to send out "Corrected Quarterly Reports" very frequently due to inaccuracy of figures supplied him by members. He asks that a special effort be made in future to send him correct figures initially. 9. The Secretary read a letter from 17.ii. Johnston, V.P. ?: Gen. Pgr. of the Atlas Asbestos Company, North 'Vales, Pa., dated April 5, 1966 in which Pr. Johnston expressed regret that the "membership require ments of the Institute rule them out on a technicality", for while they do not spin their own yarn, they nevertheless consider them selves a segment of the asbestos textile industry - unique though their position may be. The matter was discussed at some length, but no action was taken on it. 10. 2nd Edition - Fibre Test Panual. It was agreed that the Secre tary should assemble the total cost of the Second Edition and dLv'de same by the total copies for which he had firm orders, in order *;c arrive at the average cost per cony. This average, plus any freight charges on individual shipments, to be the basis for billing member companies, and P.A.P.A. and mineral Fiber Products Bureau^ Minutes - Board of Governors Meeting Page -3- 10* continued So far as direct sales by the Secretary to non-affiliated per sons is concerned, the price to remain at $7,50 per copy, same as has been in effect for the First Edition* 11. A .T. I . Exhibit - Mr* Hough stated that he had hoped to place -13 our exhibit in the Franklin institute museum, Philadelphia, Ta*, for an extended period of time, following his personal visit there last December. Their decision, long delayed, was not favorable. Chile they think we have "a very nice exhibit on asbestos, it is not the type of exhibit which would fit properly into our museum.'1 -- *Ve try to make all our exhibits "visitor participating", and since yours is the static type, we would be unable to properly utilize it" - are quotes from their letter of rejection. Mr. hough said that the Sales Promotion Committee is now consid ering the preparation of a brochure describing the Exhibit, with pic tures, and a widespread mailing of same in an effort to line up pro spective exhibitors. C*ur exhibit is now in a warehouse at Troy, W.Y.P and it was last exhibited at Rensselaer Polytechnic Institute. 12. Third Edition of i Sand bo ok - Mr. Sc human, and Mr. :iou$i reported that excellent progress v?as being made in respect to the copy and format for the new edition, which will go out for bids in July, and.-, _ probably be published in the Fall of 1966. * , , ' '*,J Hr Hough asked for approval of an invoice from, American Society for Testing & materials (ASTI-), in amount of $273.00; covering the * right to use copyrighted material, namely, asbestos textile specifi- n ' cations, in the new edition of the Handbook. On the basis of 15,000 . copies, same as printed for the second edition, this amounts to only 1.82b per copy, and Mr. Hough felt this to be a reasonable charge. There was general agreement that A.T.I. should pay the $273.00. 13. The Secretary stated that jJicolet Industries had expressed in terest in the Institute recently, and that their Mr, Griffin, Froject Director, Commercial Research, had been invited to attend our General Meeting on June 10, 1966. 14. Dr. L.J. Cralley was asked to tell the Board of Governors about the forward program of the U.o'P.H. Dept. - Dr. Cralley said he thinks things look more encouraging at this time - some reorganizations are going on in the department. The "Dept." will support the work to be done by Dr. Paul Gross of the Industrial Hygiene Foundation by making available to them the sum of $35,000.00, Dr. Cralley says the besthope of getting leadership is thru Industrial Hygiene Foundation and Dr. Gross*s work. Mr. Hough asked when we might expect tangible re sult from environmental study, and Dr. Cralley estimated that we 1 might have to wait 3 or 4 years - said quickest data could come from Dr. Gross's research program on animals. 15. Messers Brown and Rainey will discuss the question of a speaker for our October meeting, and le t the Secretary know tlie decision. ** 16. The next meeting will be held October 6th and 7th at The Home stead, Hot Springs, Va. Reservations are required at least thirty days in advance.
