Section I -INTRODUCTION
Edgecliff Village, sanitary sewer collection system Inspected 12/27/2018
PURPOSE OF THE INSPECTION
EPA Region 6 inspector Rachel Matthews arrived at Edged iff Village at 9:00am on December 27, 2018 for an announced inspection. I met with Mr. Bob Parker, Director of Public Works for the village, as well as Mr. Joe Sloan of the City of Crowley who is helping Edgecliff Village due to the loss of state licensed staff. I presented my credentials to Mr. Parker informing him this was an EPA evaluation to determine compliance with the Clean Water Act regarding sanitary sewer overflows from the sanitary sewer collection system. The scope is a full compliance evaluation.
FACILITY DESCRIPTION
Edgecliff Village Public Works serves approximately 3000 residents and 2 industrial/commercial facilities (1 car wash and 1 dry cleaners). There are no hospitals, nursing homes, apartment complexes or schools in the village. All sewage connections are routed through the sanitary sewer collection system to the Village Creek Wastewater Reclamation Facility (VCWRF) that is owned and operated by the City of Fort Worth. The sanitary sewer collection system for the Village consists of approximately 18 miles of pipeline and no lift stations. The pipe is approximately 25% PVC and 75% clay.
The village owns a trailer mounted jetter for cleaning and pumping equipment for rerouting sewerage in emergency operations.
The village has three (3) full time staff for all public works activities but short one (1) full time employee. The certified operator for collection systems (and drinking water) left the village approximately 3 weeks ago and has not yet been replaced. In the meantime, Mr. Parker has two (2) employees training to become certified for both systems and is consulting the City of Crowley for any issues related to either wastewater or drinking water.
Section II - OBSERVATIONS
During the meeting, the village provided a map, Standard Operating Procedures (SOP) for SSO response, a notice to residents regarding grease, the budget, previous CCTV information, and information regarding village finances. A hard copy of the map, SOP, and grease notice was also prepared for EPA. Questions were also answered in advance and sent electronically.
According to Mr. Parker budgetary needs are satisfactory, and due to the village's spending and saving decisions, there are no issues regarding capital improvements or emergency funding. Information was provided on protected investment accounts restricted for use in various areas (such as sewer, storm water, and drinking water). The village has a history of not taking out loans or utilizing bonds to pay for capital improvements, but instead invests funds for planned improvements and future emergencies.
There was one (1) SSO (not reported to the state) during 2018 and was a gallon, according to Mr. Parker.
