(LA0002844) Inspection Date 02/22/2018 Section I - Introduction PURPOSE OF THE INSPECTION EPA Region 6 inspector, Michael Williams, arrived at the House of Raeford Farms, Inc. at 10:08 am on February 22, 2018 for an unannounced inspection. I met with Mark Van Benthuysen, Complex Manager. I presented my credentials to Mark and informed him that this was an EPA lead inspection to determine compliance with the Clean Water Act. The scope of the inspection was with permit LA0002844 and facility operations and maintenance under the Clean Water Act. The information presented in this report is based on the materials and information supplied by House of Raeford representatives (the permittee), observations made during the inspection and records and reports maintained by the permittee. FACILITY DESCRIPTION House of Raeford is located at 3867 Second Street, Arcadia, Louisiana. The plant is a poultry processing plant that processes various types of fowl for human consumption. The plant has a large water demand due to numerous wash down cycles per day. The process areas include stunning and bleeding, scalding, de-feathering, evisceration, inspection area and a chilling area. The process wastewater, truck wash water, boiler blowdown, refrigeration condenser overflow, wood pallet wash water, poultry cage wash water and storm water are discharged to the facility wastewater treatment plant. The wastewater treatment plant has an anaerobic lagoon, secondary pond, anoxic basin, aeration basin, clarifier and disinfection chamber. The site discharges to local drainage which flows into Brinson creek, thence into Black lake. Section II- Observations This inspection revealed the following observations: Anaerobic Lagoon - During the inspection the anaerobic lagoon and secondary pond appeared to have high accumulation of oil, grease and solids reducing the capacity of the units. There was no freeboard space available to ensure no overflow of the earthen berms. Sample Storage - On the day of the inspection, the facility utilized one refrigerator for samples and personal food storage which could contribute to cross contamination. Bypass- On the day of the inspection, the facility had an unauthorized discharge from the second lagoon. The bypass resulted from the discharge of wastewater over the berm of the lagoon into the local drainage. (See Attachment A & B) Section III- Areas of Concerns This inspection revealed the following areas of concerns: Proper Operation and Maintenance 2 House of Raeford Farms, Inc. (LA0002844) Inspection Date 02/22/2018 The permittee is required to properly operate and maintain all facilities and systems at all times. To ensure House of Raeford can meet the original design specification of the treatment system, sludge and solids removal should be part of the management of the lagoons. House of Raeford needs to Identify practices that minimizing sludge accumulation, identify the criteria when sludge needs to be pump down or removed and develop a process to monitor sludge and grease accumulation. Bypass is prohibited in the House of Raeford permit. House of Raeford failed to maintain the 2 feet freeboard space in the anaerobic lagoon or the secondary pond to ensure capacity was available. House of Raeford needs to evaluate the integrity of all earthen berms to ensure the berm is not compromised in the future.
