Dr. Dougherty will contact potential authors to rebut the Assistant Secretary for Policy, Evaluation and Research (ASPER) Report. CMA will communicate to the ASTM E-34 Committee on Occupational Health and Safety its objection to the committee.' s proposal to a standard on the format and content of material safety data sheets. ******* The meeting was convened at 1:00 PM on 3/21. 1. Minutes of the January 13 & 14, 1983 Meeting. Minutes of the OSHC meeting were approved as distributed. 2. Right To Know Task Group.- 2^1_____ Charter and Name Change. To avoid confusion with the Government Relations State Activities Special Committee, the OSHC State Activities Task Group was re named Right To Know Task Group. The Committee agreed without dissent that this Task Group's charter should be; With respect to right-to-know and hazard communication issues at the local, state, federal and international levels the Right To Know Task Group will: develop and recommend to the Occupational Safety and Health Committee positions on legisla tive, regulatory and technical questions. Closely coordinate its activit ies with those of the State Affairs Special Committee, and other interestted groups within and outside of CMA. CMA 060657 OSHC Minutes March 21 & 22, 1983 28.3 2.2 Midwest Research Institute (MRI) Study. The Committee unanimously approved proceeding with the proposed MRI study of the economic impact of state and local right to know legislation. It will examine model laws and proposals from Contra Costa County, California and New Jersey. MRI estimates the cost of the study will be $23,000 plus $4,600 travel expenses. 3. Safety Statistics. The Committee sunset the Safety Statistics Task Croup and made it a work group under the Safety Standards Task Group. The Safety Statistics Work Group will continue to follow the OSHA negotia tions with the Bureau of Labor Statistics on recordubility of certain illnesses flnH t n -in vi a a 4. Spring Informational Meeting. The Informational meeting will be held on June 7 in Arlington, Virginia, The agenda will highlight to know activities. pending regulations, victim compensation and right 5. Critique of ASPER Report. The Committee believes the 1980 report to Congress, which has been quoted widely in support of proposed legislation, has scienlifically unsupportable rnnrincinnc Dr. Dougherty will lead an effort in the Health St-andards Task Group (HSTG) to critique the report. He will contact potential authors to review sections of the report dealing with specific substances, such ns arsenic, asbestos and chromium. Members of the HSTG will help prepare other portions of the report. The Committee encouraged Dr. Dougherty to proceed with this endeavor. Expenditures of about $25,000 are expected to complete, the critique. 6. Health Inspection Targeting (HIT). The Committee overwhelmingly turned down a proposal for CMA to endorse Organization Resources Counselors, Inc. (ORC) 3/4/83 comments to OSHA on HIT. The OSHC cited procedure. problems with the proposed ORC targeting method and inspection 7- ASTM E-34 Committee. ASTM Committee E-34 on Occupational Health and Safety is developing standards on Material Safety Data Sheet format and exams. content and on core physical CMA 060658 OSHC Minutes March 21 & 22, 1983 28.4 In addition, it already has established permissible exposure limits (PELs) on specific materials (e.g., ozone and asbestos) and is considering PELs for other substances. The Committee believes these ASTM activities are inappropriate because of potential conflict with OSHA regulations. OSHC voted unanimously to have CMA represented on E-34. CMA will communicate to ASTM its objections to these E-34 Committee's activities. 8. Task Group Reports. 8.1 Health Standards. J. Dougherty said that tests to establish the efficacy of respirators are continuing at member companies. Arrangements have been completed for the May 11 and 12, 1983 conference on managing reproductive risks in the workplace. 8.2 OSHA Reform. The Committee thanked the OSHA Reform Task Group for doing an excellent job. It sunset the group, having completed its assignment. 8.3 Worker Education. P. McNulty agreed to participate in a NIOSH panel that will critque proposals by academic contractors on worker education. 9. Survey of Chemical Company activities to Reduce Unreasonable Risk. The committee agreed to give this report to Mr. Auchter, head of OSHA, and to discuss with him its value as a source document. 10. International Affairs Group (IAG). The Reproductive Hazards Task Group believes that Organization for Economic Cooperation and Development (OECD) draft guidelines for testing reproductive hazards of chemicals are generally reasonable. C. Irwin reported that the European Economic Community is considering legislation on hazards communication. IAG and the Right To Know Task Group are working together on this. 11. Legislative Review. C. Nolde advised OSHC to be prepared for renewed activity by Congressman Miller promoting his victim compensation ideas. Mr. Nolde also discussed recent and expected overnight hearings on OSHA by Congressmen Gaydos and Obey. CMA 060659 OSHC Minutes March 21 & 22, 1983 28.5 12. Next Meeting. The Committee will meet again the evening of June 7, Informational Meeting and have a retreat June 8 and 9. The meeting was adjourned at noon 3/22/83.
