The policy Is attached. With the introduction of positive pressure (pressure demand) breathing air equipment into the plant, the question has been asked, "why is it necessary to establish a seal between the face and the respirator since the pressure feature ensures that outside atmosphere cannot enter the facepiece?" The answer is simply that the apparatus cannot function as designed if there is an outward leak. The air supply will be depleted at a considerably faster rate which could lead to a serious problem. In addition, the positive pressure feature may be prevented from maintaining an adequate pressure difference. Other questions have been asked concerning Non-UCC people such as Construction, Contractors, etc, and UCC employees from other locations. Non-UCC workers fall under the requirement of the policy when their jobs require them to enter confined spaces, act as stand-by attendants, or work in certain areas of the plant where respiratory equipment is mandated (i.e. Vinyl Chloride areas). The majority of Construction workers are not required to be trained to wear respiratory equipment but to vacate emergency areas. This is done for two reasons - we want them out of the way if there is an emergency and we neither have the equipment for them nor the means to insure that they are properly trained due to numbers involved and turnover. Certain UCC employees from other facilities including Charleston and Houston Engineering people, must comply with the policy if they are to be consistently visiting the Manufacturing areas of the plant for longer than a two week period. They will be given respirator training but are expected, as with those of short duration visits, to evacuate an emergency area. Any of these people who intend to enter the Manufacturing area with a beard must first receive instruction regarding the respiratory policy. These statements are designed to aid those of you who must enforce the policy and to educate those who must deal with plant visitors. DLE/cew Attachment UCC 094690 RESPIRATORY PROTECTION - FACIAL HAIR The style trend towan. the wearing of long sideburns and beards has resulted in a problem in maintaining an adequate seal of respirator face masks. A study by the Los Alamos Laboratories has resulted in the con clusion "that persons with excessive facial hair such as facial stubble, side burns, and beards which interfere with the respirator seal" cannot obtain as high degree of respirator performance as they could if clean shaven. As the result of government regulations which are requiring more stringent protection from exposure to materials considered toxic or injurious to health, a policy has been adopted by the plant, effective April 1, 1976, which requires those employees who are potentially subject to having to wear a respirator to be clean shaven in the seal area in order to be protected to the maximum degree. A 3/4" clean shaven band in the seal area should satisfy this requirement. A survey of the plant revealed that the following groups will be affected by this policy: Operations: All operating personnel. Maintenance: All personnel who may work in field areas and operating units. Distribution: Marine Terminal - All In-Plant Distribution - All Others: Safety and Fire Protection Department Emergency and Rescue Squads Plant-Wide Organizations Energy Systems Laboratories - By job demands, e.g., certain jobs handling toxic materials or requiring entering production units. A positive pressure should be felt inside the facepiece. If air leakage is detected, adjust the position of the facepiece on the face and/or adjust the tension in the straps. Retest the seal Repeat this procedure until the facepiece is sealed properly. The narrow, upper portion of the facepiece should cover and rest low on the nose. Section 1910.1017(g)(4) reguires that respirators used in vinyl chloride atmospheres be approved by NIOSH. To date no respirators for 10 ppm vinyl chloride or less have been approved. The 3M Company has developed a disposable cartridge respirator with a service life indicator for use in atmospheres of 10 ppm vinyl chloride or less. Therefore, the requirements of Section 1910.134, which contains the OSHA standards for a respiratory protection program shall be adhered to. FIGURE 1 3f1 COMPANY #3716 VINYL CHLORIDE RESPIRATOR UCC 094697 The #8716 Vinyl Chloride Respirator is uniquely different front all other products presently approved and used for protection from vinyl chloride. A half mask respirator weigh ing 240 grams, the inhalation breathing resistance of this respirator is much less than that of canister type respirators which weigh approximately 2800 grams. The visibility with the #8716 is greater than with a full facepiece and putting the respirator on is simple. The protection afforded the user of the #8716 in concentrations up to 10 ppm is greater than existing approved products due to the end of service life indicator on each respirator. Worker comfort is expected to be significantly improved with the #8716 compared to existing products and, therefore, worker acceptance significantly improved. The #8716 Vinyl Chloride Respirator is a totally disposable respirator. Therefore, no maintenance programs are needed and the worker is insured that he is not inhaling vinyl chloride monomer due to deterioration of valve or facepiece material, when the indicator has changed color the respirator is disposed of in accordance with standard procedures for vinyl chloride contaminated materials and a new respirator is taken. - . ijfci ipnin^l i!
