Dear Joe: I" Enclosed is the letter the Environmental Defense Fund (EDF) sent to the Administrator of EPA on June 13, 1980. My apologies for not getting this to you sooner- I was, as you know, out of the country. This letter is the one EDF told the Administrator it would be sending to him in the EDF letter of April 18, 1980. The purpose of this letter of course is to urge the Agency to promulgate the proposed regulations of June 2, 1977. T*he letter is self-explanatory; however, I did find it interesting to note that Mr. Costle was addressed as the Administrator of the Environmental Defense Fund. Also attached to this letter is a copy of a letter to Mr. Nick Wheeler from Mr. Corcoran Of EDF. The last time I spoke to Don Goodwin, which was approximately a month ago, he still believed that there is no reason to ^ promulgate the 1977 proposed regulations. Even though thi% is his view, it is always possible he is not supported by the Assistant Administrator for Air and Hazardous Materials, Mr. Hawkins. If you have any questions, please advise.
