CGPC does not have any emission control devices for air pollution prevention B. Previous survey showed 0.5 ppm and 1.0 ppm VC concentration at Fabrication Plant due to air pollution (VC drifted from Monomer and Polymer Plant) C. Recent ambient air study showed 0.12 ppm VC at fenceline downwind from emission sources (see memo: RTC 77:12) More ambient air surveys are recommended to assess the extent of air pollution problem D. The U. S. Vinyl Chloride Emission Standard requires: 1. Exhaust gas from each reactor not to exceed 10 ppm VC 2. Reactor opening loss not to exceed 0.02 gm/Kg of PVC product 3. No vent discharges except under emergency 4. Exhaust gas from each stripper not to exceed 10 ppm VC 5. Exhaust gas from Monomer recovery system not to exceed 10 ppm II. DOP Fumes: A. CGPC has been cited for DOP fume air pollution by local regulatory agency B. Suggested a high energy Venturi scrubber for AP control C. CGPC is going to install a self-designed wet spray system for AP control. CGPC estimated costs: $7,500 X 2. I do not know whether their system will work. III. Chlorine Gas: A. Chlorine emissions from tail gas absorbing tower cause community AP complaints B. Suggested caustic scrubber for AP control C. CGPC will install a scrubber system for $25,000. CGPC's wastewaters only receive primary treatment (settling in a pond to remove suspended solids) prior to discharge to a river leading to sea B. There have been complaints of fish kills. (I can't remember clearly, but there may have been agriculture crop damage caused by CGPC's wastewater discharge) C. CGPC's wastewaters contain: vinyl chloride, mercury, OOP, salts, caustic soda, solvents, plating room wastes (cyanides, chromiums, etc.) D. CGPC needs a complete wastewater treatment plant E. However, Taiwan's regulation is not that tough yet. CGPC may delay wastewater treatment plant for another year or two.
