1. INTRODUCTION
The objectiveofthe sampling taskinthisstudy istocollectrepresentativseamples fortracelevelanalysisof FOSE-based fluorochemical(FC) residualst,oassesssources,dispersioninthe environment,and human exposure viathe food chain.The citieselectedforsample collection willbe considered'study'or 'controlc'ites.'Study'citieasreconsideredthoseareaswith FC productionfacilitioerslargeFC consumers. 'Control'citiesdo notcontainFC productionor consumption facilitiaensd arematched to study citiesbased on generallocationp,opulationsize, and drinkingwater source.
During theinitiaplhase of the study,phone callswere made tomunicipalagenciesrequesting accessto variousmatricesof interestB.ased upon the-leveolf cooperationreceivedfrom the municipalagencies,appropriatesampling strategiewsere developed. The QualityAssurance ProjectPlan (QAPP) and theSurvey Plan containthe appropriateinformationconcerningthe matricesforcollectioannd methods tobe utilizedforthisprocess.
The fullprojectsampling scope isaccomplished usingtwo fieldteams: 1)Battelle'Dsuxbury Personnelcollectdrinkingwater,POTW, landfilalnd urban airsamples,and 2) Battelle'Msarine SciencesLaboratory(MSL) personnelcollectsurfacewater microlayer,bulk water and finfish samples. This reportsummarizes theDuxbury team effort.A separatereportsummarizes the MSL activities.
1.1 Survey SpecificApproval In Columbus GA, approvalwas obtainedforsample collectioantthePubliclyOwned Treatment Works (POTW), municipaldrinkingwaterplant,themunicipallandfilla,nd theColumbus Fire Department (foratmosphericsampling). In PortSt.Lucie FL, approvalwas obtainedforthe POTW, municipaldrinkingwaterplant,the municipallandfilalnd thePortSt.Lucie Fire Department (foratmosphericsar@pling).Table 1 highlighttshe citievsisitedduringthissurvey and theapprovalsgrantedby municipal departments.

2. METHODS
The collectionof environmentalsamples was conducted accordingto Standard Operation Procedures(SOP's).The SOP's used intheMulti-CityStudy were writtenby Battelleand are used totrainpersonnelpriortofieldactivitieasnd alsoser-Veasreferencedocuments while inthe

field.These documents,alongwiththeQAPP, serveas theguidancedocuments forthe collectioonf fieldsamples.The methods used forcollectioanresummarized below.
The collectioonfpositiondata(latitudaend longitudew)as completedattheColumbus and Port St.Lucie samplinglocatiounsinga Gam-lin12XL GPS unitaccordingtoBattelleSOP 3-164-01. Instrumentaccuracywas validatebdy comparing an acquiredpositionversusa positionof known location.The collectioonf airsampleswas completedusinga GeneralMetalsModel PS1 atmosphericsampler.The samplingwas conductedaccordingtoBattellSeOP M3-MC-F-1.1. The use of thissystem allowstheseparatecollectioonf particulataend vapor phase compounds usinga glass-fibefriltefrorparticulatmeatterand Polyurethanefoam (PLTF)forthevapor phase. Water samplesfrom drinkingwatersuppliesP,OTW'S, and landfillwsere collectedaccordingto SOP M3-F-2.0. Surfacewater sampleswere collectevdiadirectsubmersion,tapwater and drinkingwatersuppliedby themunicipalplantwere collectevdiaa valvesystem,and effluent was collectedusingeithera bucketor smallsamplingbeaker.Sediment samples were collected usinga stainlesssteelspoon,accordingtoBattellSeOP M3-F-7.0. Sludgein Columbus was collecteudsinga valvesystem.SludgeinPortSt.Luciewas collecteudsinga smallcollection
bucket.

4. RESULTS
This survey, as part of the Multi-City Study, resultedin the collectionof the samples desc'n*bedin Tables 3-5 of the QAPP and Amendment I to Revision 1. The following sections describe the resultsof the sample collectioneffortthatoccurred during thissurvey.
4.1 Sample Matrix A:vailability
Per clientinstructionsno food items were collectedduring survey. Due to scheduling and permit issuesno finfishwere collectedduring thissurvey. The collectionof POTW influentdid not occur at eitherColumbus or Port St.Lucie due to healthconcerns. Both POTW influentstreams availablefor sampling contained biologicalhazards. The staffatfacilitieisn both citiesindicated thatthe chlorinationprocess occurs following secondary treatment.
Also collected,but not included in the QAPP, was a sample of quiet/undisturbed surfacweater. This sample isintendedforuse ina long-termtransportstudythatiscurrentlybeing conducted. The sampling locationin PortSt.Lucie was alteredw,ith the approvalof the projectmanager (Marcia Nishloka),from the originalsitedue to a distanceof 40 miles each way to the sample siteI.n Columbus, thesample sitewas locatedon privateproperty.Permission was grantedby one of the residentosf Stone Woods Farm.
4.2 Onsite Observations
Columbus, GA: The POTW diffusesitswater 100 feetfrom the river.The landfilleachate pond isgravityfed intoa confinedmanhole, which was not accessibledue to safetyreasons. Leachate was collectedusingmodified collectiomnethods. Quiescentwater was collectedfrom privatepropertyafterreceivingpermissionfrom a residentof the property. Mr. JesseEldridge (3M clientw)as presentatallsampling sitesT.he POTW sludgeisdriedand putout inthefields tobe mixed with soilon site.Drinking water influentwas sampled from a pumping stationabout 1.5milesfrom thedrinkingwaterplant.
Port St.Lucie,FL: Surfacewater was takenfrom brackish(slightlsyaline)waters,indicating some tidallseawatienrfluenceatthislocationwithintheriver/estuarsyystem. Multipleoyster shellsand mangrove were observed.The V;VVTP isa much smallerfacilittyhan the drinking waterplant.Mr. Gary Basham isthedirectorof both facilitieWsi.th complete cooperation,all samples were collectedsuccessfully.

4.3InstrumentationResults
Air samples were collected using a General Metals Model PS-1 air sampler. According to SOP
M3-MC-Fl. 1,the airsampler calibratioinsacceptableifitiswithin 10% of theexpected results. To determinetheacceptableresultsa calibratiownas conducted inDuxbury priortotheinitiation ofthestudy.The initiaclalibratiocnurveresultedin gR 2 valueof 0.995. The calibratiocnurves generatedin Columbus and PortSt.Lucie had R 2 valuesof0.999 and 0.995respectivelyT.he percentdifferenceinrecordedvaluesfrom theinitiaclalibratiornanged from 0.0% to-6.73% for Columbus and 0.0% to5.26% forPortSt Lucie.
Sitelocationswere determined using a Garn-lin12X L GPS. The accuracyofthe GPS unitwas verifiedpriortodeparturefrom Duxbury by comparing a verifiedlocationon Battelleproperty versusthe locationdeterminedby the instrument.The distancebetween thebenchmark and instrumentvalue was 32.19 meters.
The GPS operationwas verifiedinColumbus GA usinga benchmark atthePine Grove Landfill. Following shipment toGeorgia the instrumentwas reinitializaeudtomatically.This was conducted atthe firestationon July26Ih. Within severalminutes of theprocess,theunitwas displayingmaps and locationsof thelocalarea,which indicatedthatitwas working properly. The resultsof theverificationfsoreach sampling day are presentedinTable 11.
The coordinatesforthe benchmark were in northingand easting.They were recordedon the log forms in thisformatand were convertedtolatitudaend longitudeby Ned Morse of Battelle Duxbury Operations.The resultof theverificatiofnorColumbus was a differenceof 10 meters between the benchmark valueand the instrumentvalue.The readingswere thenenteredintothe GPS and calculatedin latitudeand longitude.
No benchmark referenceverificatiownas obtainedfrom PortSt.Lucie. The Garmin 12XL OperatorsManual statesthatiftwo citiesarewithin500 miles of each other,a second verificatioinsnot needed. Because PortSt.Lucie FL iswithin500 milesof Columbus GA, a second verificatiownas not conducted and no positionforthiscitywas obtained.
According the QAPP, the minimum distancebetween sediment sampling sitepositionsshould be > 500 feet.The followingresultshave been calculatedusingthe Gannin GPS. The distance from Columbus SiteI to Site2 is1378 ft.,thedistancefrom Site2 toSite3 is787 ft.and the distancefrom Site1 to Site3 is2132 ft.The distancefrom PortSt.Lucie Site1 to Site2 is1574 ft.;thedistancefrom Site2 toSite3 is7808.8 ft.and the distancefrom Site1 toSite3 is6496 ft.

The pr6jectmanager gave coordinatesforsurfacewater collectiont;hesecoordinateswere not accessibledue to privatepropertyand needed tobe modified. Surfacewater from Por-t St.Lucie was collectedfrom thePortSt.Lucie River,which isbrackish(partiallmyixed with seawaterand slightlsyaline).Intakeand outflow drinkingwatersamples were collectedfrom themunicipaldrinkingwater plant.
Sludge from thePort St.Lucie POTW was pre-treatesdludge.Aftersampling atthe POTW, itwas discoveredthatplantstaffdid not takesludgefrom the appropriatesludgechamber. The plantmanager, Mr. Carl Norton was contactedtoconfirm theexactsampling location. He informed us thatthe sludge was collectedfrom theChlorineContactChamber.
The accuracyof theGPS was notverifiedinPort St.Lucie. At thiscitya benchmark could not be found and the accuracy of the GPS was not verified.The manual forthe GPS indicateshowever thatiftwo citieasre within500miilesthan a second verificatioinsnot needed.
Quiescentwater was not sampled atthe pre-designatedsitebecause itwas farfrom theother sampling sitesand time was short.The Battelleprojectmanager, Marcia Nishioka approved changing thelocationfor thisreason.
