I appreciate your service to our nation and your willingness to take on such an important leadership role during this critical time. As Chairman of the U.S. House of Representatives Committee on House Administration (t"he Committe"e), which has broad oversight of our nation's federal election's, I write today exercising the Committee's constitutional oversight responsibility over the Executive Branch of the federal government on a matter of great concern to American citizens: the integrity and fairness of our nation's elections.In particular, this inquiry is examining Executive Order 14019 (E " O "), which was titled "Promoting Access to Votin,g" and its implementation at both the state and federal levels. This EO was issued by former President Biden on March 7, 2021, which President Trump rescinded upon taking office on January 21, 2025. The Committee made inquiries about the implementation of this EO during the previous administration, and, unfortunately, the Biden Administration did not sufficiently respond to those oversight efforts. Despite a document request letter and a subpoena from the Committee, the previous administration failed to fully provide the requested information or documents regarding the implementation of the EO, specifically the strategic plans. Although President Trump has since rescinded the EO, the Committee continues to have an oversight responsibility to understand the effects of this EO on our voting processes during the four years it was in effect. I would appreciate it if your agency could assist the Committee in its investigative efforts by providing the following materials if possible and briefing Committee staff on its findings at your earliest convenience. 1) All documents that address any plan to implement Executive Order 14019. 2) All documents that support or describe the use of appropriated funds to implement Executive Order 14019. 3) All documents that list agencies or programs including any programs located at the regional, state or community level that implemented Executive Order 14019. 4) All documents that list partnerships with any ngoonv-ernmental organizations or state or local government agencies that worked with a federal entity to implement Executive Order 14019. 5) All documents that commemorate any relationship between any entities listed in Item 4. 6) Any guidance memoranda that was provided to any entity listed in Items 3 and 4.
