The Dig Indy project is the result of a $2 billion consent decree related to the City of Indianapolis' Combined Sewer Overflow (CSO) system that was entered into by the Environmental Protection Agency (EPA), City of Indianapolis, State of Indiana Department of Environmental Management and Citizens Energy Group. By way of background, Citizens is a public charitable trust headquartered in Indianapolis, Indiana. Our charter is to provide affordable, safe, and reliable utility services to our ratepayers in Central Indiana. We do not have shareholders so the beneficiaries of the Trust are the citizens of Marion County, Indiana. We are a municipally regulated multi-functional utility that provides natural gas, water, wastewater, and district energy services throughout Indianapolis and portions of the Central Indiana area. I am extremely proud of the Dig Indy project and progress we are making to exceed the terms set forth in our consent decree. You will be pleased to know that Citizens is on track to voluntarily increase our required capture rate from 95% to as much as 99% by 2025, while at the same time reducing the project cost by up to $400 million. The Dig Indy project would provide a great forum for you to discuss the incredibly important work you are doing with the WIFIA Program. I believe WIFIA will have a meaningful impact on numerous communities and water systems across the country. Access to low cost capital is imperative to making projects like Dig Indy possible.
