1. INTRODUCTION
The objectiveofthe sampling taskin thisstudyistocollectrepresentativseamples fortracelevelanalysisof specificFC residualst,o assesssources,dispersioninthe environment,and human exposure throughthefood chain.The citieselectedforsample collectiownillbe considered'study'or 'controlc'ites.'Study'citieasreconsideredthoseareaswith FC productionfacilitioerslargeindustriaFlC-consumers. 'Control'citesdo notcontainFC productionor consumption facilitieasnd arematched tostudy citiesbased on generallocation, populationsize,and drinkingwater source.
During the initiaplhase ofthe study phone callswere made tomunicipal agenciesrequesting pem-ussiontocollectvariousmatricesof interestB.ased upon the levelof cooperationreceived from themunicipalagencies,appropriatesampling strategiewsere developed. The Quality Assurance ProjectPlan (QA-PP) and the Survey Plan containthe detailedinformationconcerning thematricesforcollectioannd methods to be utilizefdorthisprocess.
The fullprojectsampling scope isaccomplishedusingtwo fieldteams: 1)Battelle'Dsuxbury Personnelcollectdrinkingwater,POTW, landfilalnd urban airsamples,and 2) Battelle'Msarine SciencesLaboratory(MSL) personnelcollectsurfacewatermicrolayer,bulk water and finfish samples. This reportsummarizes theDuxbury team effort.A separatereportsummarizes the MSL activities.
1.1 Survey SpecificApproval
Approval was grantedinClevelandTennessee from thePubliclyOwned TreatmentWorks (POTW), municipaldrinkingwater plant,and ClevelandFireDepartment (foratmospheric sampling).Permissionwas not grantedforsampling atthemunicipallandfillP.ermissionto sample was grantedinDecatur Alabama forthePOTW (includingairsampling),municipal drinkingwaterplant,and municipal landfillT.he DecaturFireDepartment denied accesstotheir propertyforatmosphericsampling.Table I highlightsthecitievsisitedduring thissurveyand theapprovalsgrantedby municipal departments.

2. METHODS
The collectioofnenvironmentaslamplesisconductedaccordintgoStandarOdperation Procedures(SOP's).The SOP's used in theMulti-CityStudy were writtenby Battelleand are used totrainpersonalpn*or to conducting fieldactivitieasnd alsoserveas a referencedocuments while inthe field.These documents, alongwith the QAPP, serveasthe guidancedocuments for thecollectionof fieldsamples. The methods used forcollectionaresummarized below. The collectioonf positiondata (latitudaend longitude)was completed ateach sampling location usinga Garmin 12XL GPS unitaccordingto BattelleSOP 3-164-01. Instrumentaccuracywas validatedby comparing an acquiredpositionversusa positionof known location.The collection of airsamples was completed usinga General Metals Model PS-1 atmosphericsampler. The sampling was conducted accordingto BattelleSOP M3-MC-F-1.1. The use of thissystem allowsthe separatecollectionof particulataend vapor phase compounds using a glassfiberfilter forparticulatmeatterand a polyurethanefoam PLLF forthe vapor phase. Water samples from drinkingwater suppliesP,OTW'S, and landfillwsere collectedaccordingtoSOP M3-F-2.0. Surfacewater samples were collectedvia directsubmersion,tap water and drinkingwater suppliedby the municipalplantwere collectedvia a valve system,and effluenwtas collected usingeithera bucket orsmall sampling beaker. Sediment samples were collectedusingBattelle SOP M3-F-7.0. Both sludge and sediment were collectedusing a stainlesssteelspoon.
3.CHRONOLOGY
Tables 2 through 6 provide a detailedchronology ofthe eventsthatoccurredeach day of the survey.The timesrecordedforthe collectioonf each sample matrix has been transcribefdrom the sample collectiolnog,allothertimes have been-estimatedbased on theeventsof theday. All times have been recordedinEastern StandardTime.

4. RESULTS
The initiaslurvey of theMulti-CityStudy resultedin thecollectionof themajorityof the
samples describedinTables 3 through 5 of theQAPP. AlsocollectebdutnotincludeidnTables 3 through5 of theQAPP were samples fortheclientand a thirdlaboratoryspecifiebdy the client.The collectioonf thesesamples tripletdhenumber of water and sedimentsamplestaken. The samples were collected and processed in the same manner as those intended for Battelle. The followingsectionsdescribetheresultsof thesamplecollectioenfforthatoccurredduring

thissurvey.Tables 7 and 8 provide a listof the samples collectedin@ludingsampling locations and sample ID's.Tables 7 and 8 do not containthe QualityAssurance samples collectedalong with authenticsamples.
4.1 Sample Matrix Availability
Per clientinstructionnso food items were collectedduring survey. Due toschedulingand permit issuesno finfiswhere collectduringthissurvey. The collectioonf POTW influentwas not collectedateitherClevelandor Decatur due to healthconcerns.Both POTW influentstreams availableforsampling containedbiologicalhazards. In both citiest,hestaffatthe facilities indicatedthatthechlorinatiopnrocessoccurs followingsecondary treatment.
Neitherlandfillleachatenor an alternativseample was collectedforthe municipalityof Cleveland,TN. The reasoningthatan alternativseample was not soughtafterisbased on the followinginformation.A discussionwith themanager of thelandfililnFebruary resultedinthe denialofpermissionto collecta sample. During thisdiscussionitwas revealedthatthe leachate from thelandfililspumped tothe POTW fortreatment.During subsequentdiscussionswith ClevelandUtilitieasn offerwas made to remove a manhole cover thatwould allowus accessto theleachateas itispumped infrom the landfillH.owever, because we had not been granted permissionitwas decidedthatwe would not collectthe leachatesample. With the sample unattainableand theleachatepumped from the landfililtreasonedthatthe leachatewould not be migratingfrom thelandfilalnd enteringa nearby water source.Therefore,no alternativseite was collected.
Also to be collectedb,ut not includedinthe QAPP, was a sample of quiet/undisturbesdurface water. This sample isintendedforuse in a long-termtransportstudythatiscurrentlybeing conducted. In Cleveland we were unable to collectthissample because accesswas unavailable tothepond selectedas a sampling siteas itwas locatedon privateproperty.A sample was collectedatFlintCreek inDecatur.
4.2 Onsite Observations
Cleveland,TN: The drinkingwater plantwithdrawal locationisapproximately2 miles east/northeasotf theplantinthe I-liwasseeRiver. The locationof the surfacewater siteisatthe end ofEades orEads road. One spellingwas observed on a localstreetsignand the other displayedon a localmap. The siteisa small stateaccessarealocatedatthe tipof thepeninsula. The areaappeared highlyutilizebdy the localpopulationforrecreationaalctivities.
Decatur, AL: The Riverwalk Marina complex where surfacewaterand sedimentswere collectedislocatedadjacentto theHighway 72 bridgethattraversestheTennessee River into Decatur. This areaisa highlyactivemarina complex, severalpeople were observed fishingfrom thebanks. Severaldead catfishwere observed along theshore. A semi-softshelletdurtloef unknown specieswas observed atSite2. At the Morgan County Landfillthe leachatesample was collectedfrom a recentlyconstructedcollectionpond..This previouslysampled pond

4.3 Instrumentation Results
Air samples were collected using a General Metals Model PS-1 air sampler. According to SOP M3-MC-Fl.1 the airsampler calibratioinsacceptableifitiswithin 10% of the expected results. To determine the acceptableresultsa calibrationwas conducted in Duxbury priorto the initiation

of the study. The initiaclalibratiocnurve resultedin an R value of 0.997. The calibration 2 valuesof 0.997 and 0.996 respectively.The
curves generated in Cleveland and Decatur had R percentdifferencein recorded valuesfrom the initiaclalibrationranged from -1.92% to 3.70% forCleveland and 0% to 6.56% forDecatur, respectively.
The locationof each sampling sitewas determined using a Garmin 12 XL GPS, theresultsare presentedin Tables 9 and 10. The accuracy of the GPS unitwas verifiedpriorto departurefrom Duxbury by comparing a benchmark atBattelleversusthe measured locationdetermined by the instrument.The differencethe trueand measured coordinateswas 0.01 kilometers. Following shipment to Tennessee the instrument was reinitializedT.his was conducted atthe Baymont Hotel on May 24th.Within severalminutes of theprocess,the unitwas displaying maps and locationsof the localarea,which indicatedthatitwas working properly. The results of the verificationfsoreach sampling day arepresented inTable 11.
The resultof the verificatiofnorCleveland was a differenceof 0.11 kilometersbetween the "true"and measured coordinates.Although the verificatioinsbeyond theacceptance criteriat,he positiondata forthe day willbe considered validbecause itappeared thatwhile the instrument was receiving-datat,he Department of Defense might have adjustedthesatellitseelective availabilityT.he instrumentdid not record a constantpositionover a five-minuteperiod and the
positionappeared to change in a regulatedstepmanner.
The resultof the verificatioinn Decatur resultedin a differenceof 1.68 kilometersbetween the "true"and measured coordinates.The referencepoint thatwas used forthe verificationwas that of thedischargefortheplant.During the verificatiotnheplantmanager suspectedthatthe referencepositionwas thatof the plantoutflow locatedonsite.Based on the substantial

difference in positions further investigation was conducted. Subsequently ithas been discovered thatthe position isthe tem-iinationpoint of the discharge pipe located in the river. Based on this information verificationwas not possible for that day.
According the QAPP the minimum distance between sediment sampling sitespositions is 500 feet apart. The following resultshave been calculated using the Garmin GPS. The distance from Cleveland Site I to Site 2 is 229.6', the distance from Site 2 to Site 3 is 196.8' and the distance from Site 1 to Site 3 is 360.8'. Sampling at Cleveland did not meet the QAPP requirements. The distance from Decatur Site I to Site 2 is 951.2', the distance from Site 2 to Site 3 is754.4' and the distance from Site 1 to Site 3 is 1,148'.

4.4 Communications
Duringthecompletioonfthefielsdurveys,everaclonversatiornesgardintghesamplinegffort were noted. These communications were conducted between Battellestaffand various municipalemployees orthe public.
In Cleveland,TN, ChiefGaylor of the CFD was informed thata donationtothe St.Jude's Hospitalwould be sentdirectlyfrom Columbus in theirname. We must ensurethatthiseffortis completed.Paul PittstheAssistantManager of ClevelandUtilitieWsater Divisionprovided maps tothe facilitiaensd reiteratehdisofferto allowus to sample the landfillleachateas itis pumped to thePOTW.
On May 21, 1999 a callwas receivedfrom Kem Carr of Decatur Utilitieisndicatingthathe would not allowthe sampling tooccur atthePOTW orDrinking Water Plantifhe was not informed ofthe client.Following the conversationM,arcia Nishioka was contactedand made aware ofthe situationI.n responsetothe situationitwas decidedby the clientand Battellethata confidentialiatgyreement revealingthe identityof theclientwould be draftedand offeredtoMr. Carr. A conversationbetween Ms. Nishioka and Mr. Carr resultedin an agreement inwhich the client'isdentitwyas revealedinconfidence,and in returnwere allowedto collectsamples atthe POTW and the drinkingwater plant.The agreement was completed on Wednesday May 26, 1999. Lateron May 26thduring a conversationbetween Mr. Carr and ScottMacomber, the sampling team leader,Mr. Carr indicatedthathe wanted to speak tothe clientdirectly.Mr. Macomber indicatedthathe would inform theprojectmanager of the situationO.n May 27h Mr. Carr directlcyontactedthe manager of thelocalmanufacturingplantforfurtherinformation.
Mr. Carr'semployees atthe POTW inquiredseveraltimes aboutwhat we were lookingfor duringour visitothefacilityD.uring thecalibratioonf theairsampler Michael Deck, an assistanstupervisoratthe plantasked ifwe were sampling forMolybdenum. He revealedthat the facilithyad dischargeexceeden* ces inthe recentpastdue tolocalindustryinput.
There were no otherpertinentconversationssurroundingthecollectionof samples atthe various facilititehsatwere sampled. During the course of collectinsgurfacewatersamples inboth Decatur and Cleveland,members of the generalpublicinquiredaboutthe sampling effort.In each casea generalanswer was offeredand allinterestedpartieswere satisfied.
