Christy Hutchinson, WDEQ Type and Purpose of Inspection: Compliance Evaluation Inspection Facility Type: Commercial Oilfield Waste Disposal Facility Applicable Statute to Inspection: RCRA Section 7003 Inspection Type: Unannounced Inspection Joint: U.S. EPA, Wyoming DEQ FACILITY INFORMATION Operator: OWL SWD Operating, LLC General Facility and Process Description: The OWL Wamsutter facility is a commercial oilfield waste disposal facility (COWDF) that receives non-hazardous, RCRA Subtitle C-exempt E&P oilfield waste for storage, handling and disposal. The facility has been issued a permit to operate a COWDF by WDEQ. The facility includes three evaporation ponds, a netted slop/skim pit and storage tanks. TOUR INFORMATION No opening conference was held because no facility representatives were present at the time of the inspection. The facility gate was open upon our arrival. Areas of the facility toured: Offload area Slop/skim pit Facility Name: OWL Wamsutter Facility Location: 41.653147, -107.897980 Date of Inspection: May 15, 2023 Evaporation ponds Tank storage Data Collected and Observations: During the inspection, I observed that the netting over the slop/skim pit was degraded and in need of repair and was sagging into the oil (see Attachment 1 - Photo Log). The sides of the netting appeared to be in good condition as it was reinforced with chicken wire. I did not observe oil on the surface of the evaporation ponds or spills in areas of the facility that were observed. No bird or other wildlife mortalities were observed in any areas of the facility that were inspected.
