Louisiana Air Control Association Louisiana State Office Building New Orleans, Louisiana 70160 Dear Mr. Von Bodungen: A progress report on the air program at Baton Rouge North Works is submitted as per our November 12, 1971 letter to you regarding the March 1, 1971 inspection by Mr. Ledet and yourself. As reported in our previous letter of November 12, 1971, twenty-five sampling stations are set up and a monthly sampling program for dustfall established. The ambient air profiles obtained over the last four months show the plant above the Louisiana Air Standard (20 tons/square mile - 30 days). We recognize from our profiles that there are problem areas, however, the ambient dustfall may be higher than normal because of our location in the industrial complex. A progress report on our action plan for 1972 regarding item 6-D of the Emission Inventory Questionnaire is as follows: 1) Design and install dust collecting systems on soda ash loadings into trucks and rail cars. - No major capital expenditure in 1972. - Dust loss to be determined by fallout measurements. ASI-PR 0004203 -2- 2) Renovate and improve dust systems on lime kilns discharges and conveyors. - Unit operational; major revision late 1971. - Dust loss to be determined by fallout measurement. - Continue to maintain the present dust system to reduce fallout to a minimum. 3) Plans call for purchase and installation of three improved bag dust collector systems to replace the ones in Nos. 1, 3 and 4 elevator towers. - Replace No. 1 tower dust collector - Soda Ash Section in 1972. - Scheduled to replace No. 3 in 1973 and No. 4 in 1974. 4) Four bag dust systems are to be replaced in the dense ash operating systems. - Replace rotary classifier dust collector in 1972. - Replace Dense Ash house system dust collector in 1972. - Scheduled to replace north system in 1973 and south system in 1974. 5) Design and install a scrubber for lead and organic fumes from cell construction furnaces at chlorine/caustic.north. 6) Chlorine gas cooling tower condensate now going to sewer at chlorine/caustic north. - Part of a proposed process sewer replacement plan which includes degasser to put excess chlorine back into system. - Divisional and plant engineering studying proposed system eliminating chlorine to sewer. ASI-PR 0004204 -3- 7) Provide vent condensers to reduce chlorinated hydrocarbons going to atmosphere. - Baton Rouge North rescoping the overall chlorinated hydrocarbon balance due to changes in the salable market for organics. - Divisional and plant engineering studying the use of condensers and incineration for reduction of chlorinated organics. - Progress on this project will be reported as we develop solutions and timing for implementation. We will make a further progress report on our air control program in September, 1972 by which time we hope to have some corrective steps completed and other problem areas thoroughly defined.
