Allen R.D. Bryan SUBJECT: Central Safety and Health Council Minutes The Central Safety and Health Council (CSHC) met on December 8,1992. Buster Brown reviewed a proposal to upgrade our present Self - Contained Breathing Apparatus system. The hew system will provide a more reliable unit and will reduce maintenance costs. The new SCBA will also provide better communication and easier donning capability. The proposal was approved at a separate meeting. Sally Barnes, leader of the Serious Investigation Team, reviewed two serious incident reports that the team has investigated this year. The council wants to assure that specific root causes are identified with each investigation and action items are assigned to complete. Walter Tyler, leader of the Policies and Procedures Team, reported that three (3) procedures are currently being reviewed for implementation, they are: 1. Hot Work Procedure 2. Safe Work Permit Procedure 3. Environmental Monitoring A draft of each procedure will be issued to CSHC in January. David Davila and Debbie Horton, reported on the Total Involvement Team progress. They ask for approval to contact the plant's 72 member "Group Safety Communicator.11 The CSHC approved this action. The team updated the CSHC on a positive action program that they hope to implement in 1993. This program will show activity that each work group is contributing to safety. Other feedback items were that the CSHC once again wants to recognize the great effort on every ones part during the power failure. A question has also been asked if employees can have more than one (1) set of side shields. The CSHC approved employees to have more than one set of side shields. The next CSHC meeting will be December 21, 1992 at 3:00 p.m. In the Administration Conference Room. The Emergency Procedures Team will give an update on their progress. WWT/ddd K010306
