I enclose herewith tne letter of whicn I spoke in the course of our last telephonic conversation. This letter was written to se and others of the Committee by Los Chambers, Chairman of the Program Area Committee on Air Pollution of the American Public Health Association, of which Committee I am a member. It was drafted suoject of the approval or modifications of members of the Committee. I approved of it without reservation, but it could not be sent because other members would not so approve. (Our Committee is a thoroughly mixed up co.llectio ,j,roup.) Tiie letter, therefore, is for your own private information, I believe Br. Chambers has done a good job of expressing appropriate policy, but I have little hope that such policy will prevail unless the counsel of your committee can prevail.
