Texas (Open Burning). Updated to reflect a final rulemaking by the Texas Commission on Environmental Quality amending regulations regarding outdoor burning. The regulations require regulated entities to notify the Texas Forest Service that burning will take place. The regulations also establish weather conditions under which open burning is permissible. The regulations prohibit the open burning of several categories of materials. The rule took effect Aug. 3.
Wisconsin (Other Industry Categories). Updated to reflect a final rulemaking by the Wisconsin Department of Natural Resources exempting hazardous waste treatment, storage, and disposal facilities from air emission standards for seven compounds. Such facilities otherwise would've been subjected to standards established to limit emissions from surface coating operations for automobiles and light-duty trucks. The rule took effect Aug. 1.
Water Pollution Control Guide
State
California (Ocean Plan). Updated to reflect amendments to the California State Water Resources Control Board's (SWRCB's) plan to maintain ocean water quality that address the impact of commercial vessel discharges, trash, and desalination facilities.
California (Inland Surface Waters and Enclosed Bays and Estuaries). Updated to reflect an SWRCB amendment to the water quality plan for inland surface waters and enclosed bays and estuaries, effective June 28, 2017, that set mercury limits to protect beneficial uses associated with consumption offish and established three new beneficial use definitions associated with

tribal activities. The board also has adopted an amendment to protect beneficial uses from the impact of trash.
California (Inorganic Chemicals). Updated to reflect a May 5, 2017, state court decision that overturned the maximum contaminant level (MCL) of 10 parts per billion for hexavalent chromium in drinking water. The court said the state failed to determine if the limit was economically and technically feasible, as required by state law.
Connecticut (Nonpoint Discharges to Surface Waters). Updated to reflect the latest nonpoint source management plan approved by the federal Environmental Protection Agency. The plan directs the state Department of Energy and Environmental Protection (DEEP) to take actions such as identifying major nonpoint sources of water pollution and determining the ones most requiring action, improving transportation design to reduce runoff from roadways and airports, and controlling nitrogen and pathogens as part of the coastal nonpoint source control program.
Connecticut (Watershed Management Program). Updated to reflect new information on the program. The program is focused on developing a comprehensive management plan for improving watersheds, acting as a liaison between various municipal and state agencies, improving public outreach and education, and managing nonpoint source-related projects.
