Gottesman Vinyl Institute Wayne Interchange Plaza II 155 Route 46 West Wayne, NJ 07470 Dear Roy: As we have discussed, I would like the VI Technical panel to consider supporting a proposal for the publication of a book or monograph on the toxicity and fire hazard of HC1 and PVC. One of the issues that Dr. Kaplan and I have been trying to deal with in the publication of the VI research is how to effectively communicate the results of the rodent and primate studies with HC1 and PVC. There are numerous issues and papers that need to be addressed. However, the usual sequential publishing of original research tends to dilute ones ability to address a wide range of subjects. Opportunities for journal publication of review paper and monographs are much more limited. Furthermore, the audience is generally very limited. In the early 1980's, many of us participated in a project designed, 1) to identify allegation, 2) to determine what information was responsive to these issues and 3) to determine what data needed to be generated. This effort resulted in the finding of a considerable amount of research and provided us to address various issues in a number of forums. Unfortunately, our responses to these issues are scattered over time and in many instances lost to obscurity. No document exists that provides a comprehensive review and analysis of major issues and allegations involving PVC and HC1. I believe that there is a need to target a broader audience. We need to be able to provide the complete picture to individuals (scientists, regulatory officials, lawyers, etc.), who are in some way involved in evaluating the toxicity and fire hazard of PVC and HCl. These are the people who both use and misuse information about these chemicals. Many times, they come to the wrong conclusions simply because they don't have all the facts. BFG07412 Tocmsoz If the Technical Committee decides that this proposal may have some value, we have a number of options for content, authorship and format. I recommend that we first determine the scope and then establish a small group to identify specific subject matter and to present a proposal to the full committee. Dr. Kaplan and I can handle the editing and/or writing of sections involving toxicology and epidemiology (firefighter studies). However, the support of other individuals within the Institute membership will be needed if the scope is broad. I look forward to your comments and suggestions.
