It turns out that this was a July, 1369 produc tion item.

In 1970 Coty changed to a completely different
talc; since that time the s u p p l i e r (weso) has
supplied letters to the effect that they do
continuous monitoring of production, even
though individual batches sold to Coty may not
be individually tested.
3. Coty has had teats run. on intermittent batches at the Pfizer Laboratory in Easton, Pennsylvania. These were done by X-ray diffraction and TEM.
The results were all negative. Also, In the
last wee k they have tested 1974 a n d 1975 lots. These too were negative.

Attached please find a summary of Analytical Data on 42 Tale
S a m p l e s ( r e p r e s e n t i n g 20 r a w m a t e r i a l * a n d 17 f i n i s h e d pro d u c t s ) covering the period 1971 to present and examined by various tech niques by the Colgate-Palmolive Research and Development Analytical
Department and McCrone Associates.
Asbestos minerals were not detected in any of these samples, with the exception of insignificant trace amounts found by micro scopic methods in three samples from 1971-1972, which is believed due to laboratory contamination. Other methodologies indicate the absence of any asbestos. The results of these analyses indicate t n rrn fhflt t h i n nrorincts p r o d u c e d h v fcha C o l g a t e - P a l m o l i v e C o m p a n y since 1972 are free of asbestos minerals when subjected to the mo^t_goghigticated^ methodology available.
We have ascertained by inspection of the package and analyses of the product that the sample of Colgate-Palmolive's Cashmere B o u q u e t e x a m i n e d b v D r . L a n o e r o f M t . S i n a i H o s p i t a l w a s _________ manufactured prior to 19707 The Bauer and Black Talc reported by Dr. Langer has n o t b e e n manufa c t u r e d since the end of World W a r II. This c o m p a n y w a s a c q u i r e d b y C o l g a t e - P a l m o l i v e a p p r o x i m a t e l y three years ago.

Additional tests on random samples were made by irons-
F o r t y - t w o s a m p l e s ( f r o m 20 r a w m a t e r i a l s a n d f r o m 17 f i n i s h e d products), covering the period 1971 to the present, have been
exam i n e d by these various techniques. Asbestos minerals were not
d e t e c t e d in any o f these w i t h the e x c eption of trace amounts in 3 samples from 1971-2. These levels aro considered generally below
the normal background levels encountered when this microscopic
m e t h o d o l o g y is employed. It is b e l ieved that these trace amounts
are due to laboratory contamination, attached.

The talc which is used by Johnson & Johnson is solely derived from i t s o w n m i n e in V e r m o n t , w h e r e t he o r e is rained s e l e c t i v e l y and then beneliciated by the process oi flotatiop.
Shipm e n t s oi this highly purilied talc are routinely examined by o u r o w n laboratory to verify the absence of asbestos minerals.
Historically, Johnson & Johnson has always been concerned about the
raineralogical integrity oi its talcs and even its earliest s p e d -

iieations have required the examination for acicular particulates. *
W h e n it w a s erroneously reported In 1971 that o ur p o wder contained
asbestos, w e sponsored a scientific seminar of raineralogical and
a n a l yt i c a l experts for the F D A to prove that o u r talc is not c on
taminated with asbestos. At that time numerous samples were
analyzed by experienced consultants such as McCrone Associates,
C o l o r a d o S c h o o l of Hines, Pr o f e s s o r F, D. P o o l e y (of the Univer s i t y
C o l l e g e , C a r d i f f ) , P r o f e s s o r G. 8r o w n ( o f P r i n c e t o n ) , a n d P r o f e s s o r
M. B u e rger (of U,I.T.), These examinations included X-ray diffrac-
tion analysis, differential thermal analysis, and transmission electron
microscopy.
Duri n g t he period December 1972 to October 1973, 93 lots were indi v i d u a l l y sampled and examined by X-ray diffractometry for the presence , of asbestos minerals. No amphiboles or serpentina minerals were detected in any sample.

Beginning io October 1973, differential thermal analysis was added
to our specified requirement. Both, differential thermal analysis
and X-ray diffractometry were instituted for the routine examination
of sequential lots. A further 1 00 lots have since been examined,

applying both methods to each sample. Again, no amphibole or ser
pentine minerals have been detected.
I would like to advise that we are continuing to employ differential t h e r m a l a n a l y s i s a n d X - r a y d i f f r a c t o m e t r y in the e x a m i n a t i o n of sequential lots for the detection of amphibole and serpentine min erals.

A total of 20 samples (corresponding to 19 American products) were subjected to examination by X-ray and electron microscope. Dr. P o o l e y verified that five products contained several percent, by weight, of fibrous anthopbyllite asbestos.

Similarly, 13 products w e r e examined by Dr. Pooley. Re verified one p r o d u c t as con t a i n i n g anthopbyllite. O n the o t h e r hand, the Mt. S i nai l a b o rato r y r e p o r t e d f i n d i n g t r e m olite in three products and anthopbyllite in a fourth product. They further reported that tre~ ooli t e or anthopbyllite were "indicated at or near the lower limit o f d e t e c t a b i l i t y " in f i v e o t h e r s a m p l e s . It w a s also- r e p o r t e d that "serpentine phase was found in two, and possibly in several other samples," but "electron microscopic examination would be required t o r e s o l v e t b e p o s s i b l i t y o f t h e e x i s t e n c e o f c h r y s o t i l e " . H o w e v e r i, D r . P o o l e y 's s u b s e q u e n t e x a m i n a t i o n w i t h t h e t r a n s m i s s i o n e l e c t r o n microscope has refuted the existence of any chrysotile.
It should be emphasized that these American products were sampled
in 1973 and are not necessarily representative of current American
talcum production.

This letter will amplify our recent conversation on tale analyses for asbestos'.
Since 1971, Walter C. M c C r o n p Associates, Inc., has worked with several producers and users of talc, the majority of t hem involved with cosmetic grades of talc. During this period w e have analyzed several hundred talc samples for the presence of asbesttform minerals. The methodologies used have been principally X - r a y diffraction and light micro*copy using dispersion staining, although extensive transmission electron microscopy examinations have been carried out for s o m e companies. Subject to the approval of oar clients, w e are prepared to m a k e available to the F D A .through CTFA.tbe results of these analyses. W e also have available retained samples for m o s t of the analyses.
Verbal agreement to release this data has been already given by clients accounting for probably 80-80% of the samples; the others have not yet b e approached. It would, however, be Improper for us to c o m m e n t on specific samples until such time as written approval is received fro m oar clients, together with identification of those materials used in cosmetic production. T b e latter point is stressed because several of our analyses represent the results of raw material assessments which s o m e companies Initiated and might include talc ora bodies which are unacceptable for cosmetic applica tions.
