Apparently Nick Wood with Shell has asked APCO China for information/advice on the Shanghai Health Study. As you can appreciate, we have been quite disciplined in what we ask APCO to do, for a variety of reasons including cost control. To that end, any requests for APCO work (ie billable time) must go through API. In this case, I think API staff could have provided the needed information. While I'm sure this request is quite modest and not one to make an issue of, please reenforce with Shell staff the need to be aware of this procedure and the cost issues behind it.
